Pierce County is seeking a qualified provider to operate a Temporary Transitional Medical Respite Program within a County-owned facility located in Parkland serving low- to moderate-income individuals experiencing homelessness, and invites proposals detailing how services would be delivered, including potential funding strategies through fee-for-services, insurance, or third-party billing. Direct medical respite services are expected to be temporary in nature, aimed at meeting immediate medical respite needs while long-term solutions are developed.

Background

Pierce County owns a building in Parkland that was previously used as a crisis facility. The building was permitted to meet the use requirements of Health Services Level 2 (PCC 18.33.220 E) in an Employment Corridor Zone, which allows for a range of health-related services, including behavioral health and medical respite care. Applicants should be aware that the County will include lease negotiations as part of the award process for the use of this facility. A draft Lease Agreement is attached. Under Pierce County Code, the County has discretion in leasing its properties and may consider the "best interests of the County and the people thereof" in determining lease terms. This discretion allows the County to enter into agreements with nonprofit or community-based organizations to deliver public services. In such cases, the County also has the authority to waive fees associated with the lease to support the provision of these services.

Additionally, the Housing and Related Services Sales Tax Six-Year Expenditure and Implementation Plan has been updated to include funding for medical respite services with Maureen Howard Act or "1590 funds."
