NOTICE OF INVITATION TO BID - Mattawan Consolidated School District
10-PASSENGER MULTIFUNCTION SCHOOL ACTIVITY BUS (MFSAB)
GENERAL
The Mattawan Consolidated School District is soliciting sealed bids for the purchase of
one (1) new current model year Multifunction School Activity Bus (MFSAB) constructed on
a Ford Transit chassis or approved equal. The vehicle shall be designed and certified for
transporting students to school-related activities in compliance with applicable Federal
Motor Vehicle Safety Standards (FMVSS), Michigan Department of Education pupil
transportation requirements, and Michigan State Police school transportation
specifications.
MINIMUM REQUIREMENTS
1. VEHICLE TYPE
* New current model year Ford Transit T-350 Passenger Wagon, Medium Roof Extended
Length, or approved equal. * Vehicle shall be certified by the manufacturer or final-stage
manufacturer as a Multifunction School Activity Bus (MFSAB). * Vehicle shall meet all
applicable FMVSS requirements for MFSAB vehicles. * Vehicle shall not require a
Commercial Driver License (CDL) when operated within applicable federal and state
regulations.
2. CAPACITY
* Manufacturer-rated seating capacity shall not exceed ten (10) occupants including the
driver. * Seating configuration shall consist of one (1) driver seat and nine (9) passenger
seating positions. * All seating shall be forward-facing. * All passenger seats shall be OEM
or FMVSS-compliant commercial seating.
3. CHASSIS AND POWERTRAIN
* Ford Transit T-350 chassis or approved equal. * Minimum 3.5L gasoline engine or
equivalent. * Ten-speed automatic transmission. * all-wheel drive * GVWR appropriate for
completed vehicle. * Heavy-duty cooling package. * Heavy-duty alternator. *
Manufacturer's standard warranty.
4. SAFETY EQUIPMENT
* Electronic Stability Control. * Anti-lock Braking System (ABS). * Traction Control. *
Backup camera. * Front and side curtain airbags. * Tire Pressure Monitoring System. *
Three-point seat belts at all designated seating positions. * Fire extinguisher mounted in
driver compartment. * First aid kit. * Three reflective emergency triangles. * Reverse alarm.
5. BODY AND INTERIOR

* White exterior finish. * Tinted safety glass. * High-roof configuration. * Rear cargo area
behind last passenger seat. * Rubber flooring throughout passenger compartment. *
Interior LED lighting. * Passenger grab handles. * Rear heater and air conditioning. * Driver
and passenger climate controls.
6. ACCESSIBILITY (IF REQUIRED)
* Bidder shall provide alternate pricing for ADA-accessible configuration. * Wheelchair lift
rated at minimum 800 pounds. * Minimum two wheelchair securement stations. *
Q'Straint or approved equal securement system.
7. ELECTRICAL
* LED exterior lighting. * Battery disconnect switch. * Auxiliary electrical panel. * Interior
and exterior warning buzzer for open doors.
8. WARRANTY
* Chassis warranty: Manufacturer's standard. * Body warranty: Minimum 5 years. *
Corrosion warranty: Minimum 5 years. * Lift warranty (if equipped): Minimum 3 years.
9. DELIVERY
* Vehicle shall be delivered fully assembled, inspected, serviced, and ready for operation.
* Successful bidder shall provide all manuals, warranty documents, and training materials.
* Delivery shall occur within a reasonable timeframe after receipt of order, that is
acceptable to both parties.
10. BID SUBMITTAL
Bidders shall provide:
* Complete vehicle specifications. * Manufacturer certification that vehicle complies with
all applicable FMVSS requirements for MFSAB vehicles. * Warranty information. * Delivery
schedule. * Total purchase price. * Optional equipment pricing. * All other required
affidavits and disclosures for bid response, found on the Mattawan Consolidated School
website.
Sealed and complete bids are due to Mattawan Consolidated School - Pam Stermer,
CFO; no later than 10am on Wednesday July 8, 2026, at 56720 Murray St., Mattawan, MI
49071. Public bid opening to follow. Questions should be directed to Pam Stermer at
pstermer@mattawanschools.org before 7/6/2026.
AWARD
The Mattawan Consolidated School District reserves the right to accept or reject any and
all bids and to award the bid deemed to be in the best interest of the District.
