The purpose of the West Maui TOD Corridor Master Plan is to study TOD opportunities in order to locate a West Maui transit hub that provides access to jobs, services and affordable housing; improve pedestrian safety through identification and completion of connectivity improvements to, from and within Lāhainā; explore the potential use of State and County facilities to locate offices to serve West Maui residents; decrease the costs of housing and transportation by locating affordable and workforce rental housing in locations that provide multimodal access to jobs and critical services; complete the necessary alignments needed for the West Maui Greenway which will ultimately provide a 25‐mile‐long network for use by pedestrians/cyclists and others.

Key elements of the scope of services include:

  • An outreach planning process that fosters trust and two‐way communication with residents, businesses, and institutions in West Maui, with an emphasis to reach under represented individuals;
  • An existing conditions analysis, including real estate market and economic development analyses, and physical and social equity components of the study corridor;
  • A strategy to encourage mixed‐use development throughout the corridor to allow for synergies to develop where residents, workers and visitors in the corridor area can access their needs without the use of a personal vehicle;
  • Identification of transit improvements that will:
    • Catalyze transit‐oriented development along the existing corridor,
    • Identify incentives for future development within the transit corridor,
    • Increase public transit ridership,
    • Enhance connectivity and accessibility within the region's system of public transit service, bike and pedestrian opportunities, and
    • Improve mobility by identifying a variety of improved mobility and transportation choices;
  • Policies, strategies and actions that will support neighborhood revitalization and expand access to affordable housing; and
  • A preliminary investment and funding strategy that would identify delivery and funding gaps that impede individual project development and recommend mechanisms and timeframes to assist with future plan implementation.
