The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain firm fixed price proposals from qualified firms or Offerors specializing in land use planning, housing policy, affordable housing development, and transit-oriented development (TOD). The selected firm will provide research, policy development, economic feasibility analysis, and land use planning services for the County of Loudoun Department of Housing and Community Development (“DHCD” or the “County”).
