Project Description: The Norfolk Redevelopment and Housing Authority (NRHA) is seeking Developer Partner(s) in the transformation of two (2) existing public housing communities (Young Terrace and Calvert Square) that are part of the larger St. Paul’s Transformation Plan. These public housing communities span approximately 55 acres of publicly-owned land in the St. Paul's area, adjacent to downtown Norfolk, and near to Harbor Park Stadium, and the Waterside District. This Request for Proposal is soliciting proposals from experienced developers specializing in large-scale mixed-use redevelopment projects including affordable and market rate housing, rental housing, homeownership opportunities and commercial with the inclusion of a grocery component.
The successful party(ies) will demonstrate through its response that it possesses the necessary qualifications and experience. NRHA reserves the right to select multiple developer partners, including the possibility of a separate developer for each site. Upon selection, the Developer Partner(s), in collaboration with NRHA, will be responsible for negotiation, acquisition, design, master planning, financing, pre-development and development activities, in accordance with an agreed upon plan.
Firms or entities with a proven track record in developing mixed-use, mixed-finance, and mixed-income projects are strongly encouraged to respond to this RFP. Respondents must clearly demonstrate a successful history of mixed-use development, in addition to their experience with mixed-finance and mixed-income projects. Applicants should particularly highlight their success with Low-Income Housing Tax Credit (LIHTC) applications, U.S. Department of Housing and Urban Development (HUD) area redevelopment programs—such as the Choice Neighborhoods Initiative (CNI) and/or HOPE IV—and development within Virginia.
NRHA seeks to partner with one or more developers committed to significant participation from minority and women-owned business (M/WBE), as well as participation from local and/or disadvantaged businesses.
