1 INTRODUCTION
1.1 Purpose
The City of Raleigh (COR) is soliciting proposals from one or more firms with which to
contract for the following services:
The City of Raleigh, Public Utilities Department (Raleigh Water), seeks a qualified
Training & Development Consultant (or firm) to design, document, and implement a
comprehensive, scalable training and development framework supporting approximately
700 positions across nine divisions. The Consultant will conduct a four-phase
engagement that includes:
Phase One – Training Requirements Assessment:
Identification and documentation of training requirements for all existing
positions, creation of standardized position-level training profiles, development
of a training requirements matrix, and analysis of existing training resources and
gaps.
Phase Two – Competency Framework Development:
Development of competency models, proficiency levels, measurable
performance indicators, and a transferable skills crosswalk to support mobility
across job families and divisions.
Phase Three – Development Pathways and Succession Tools:
Creation of structured development pathways, career progression tools,
templates for individual development planning, succession planning resources,
and talent readiness assessments.
Phase Four – Implementation Guidance and Sustainability Planning:
Delivery of implementation guidance, editable tools and templates, training for
T&D and leadership, and recommendations for long-term governance,
maintenance, and continuous improvement.
The goal of this engagement is to establish a sustainable, department-wide training and
development ecosystem that strengthens workforce readiness, operational excellence,
and long-term talent mobility, while supporting public-sector best practices and
ISO 9001 expectations for organizational knowledge, employee competence, and
controlled documentation.
A detailed scope of services is provided in Section 4 of this document.

1.2 Background

positions. As the organization evolves, it is critical to ensure that training requirements,
competencies, and development pathways remain aligned with operational needs,
regulatory expectations, and industry best practices. This study aims to evaluate and
formalize training requirements for approximately 700 positions, develop a
comprehensive competency and development framework, and create sustainable tools
that enhance organizational knowledge, employee competence, and longterm
workforce readiness.
1.3 Request for Proposal (RFP) Timeline
Provided below is a list of the anticipated schedule of events related to this solicitation.
The City of Raleigh reserves the right to modify and/or adjust the following schedule to

1.4 Pre-Proposal Conference
If the City of Raleigh elects to conduct a Pre-Proposal Conference or Site Visit, attendance
by prospective proposers is strongly encouraged but is not mandatory. Prospective
Proposers are encouraged to submit written questions in advance. Date, time, and
location of pre-proposal conference is shown above in the RFP Timeline (Section 1.3).
1.5 Proposal Questions
Requests for clarification and questions to this RFP must be received by the City not later
than the date shown above in the RFP Timeline (Section 1.3) for the submittal of written
inquiries. The firm’s failure to request clarification and submit questions by the date in
the RFP Timeline above shall be considered to constitute the firm’s acceptance of all the
City’s terms and conditions and requirements.
The City shall issue addenda reflecting questions and answers to this RFP, if any, and
shall be posted to the North Carolina electronic Vendor Portal (eVP). No information,
instruction, or advice provided orally or informally by any City personnel, whether made
in response to a question or otherwise in connection with this RFP, shall be considered
authoritative or binding. Proposers can only rely on the written material contained in an
Addendum to this RFP.
It is important that all Proposers submitting to this RFP periodically check eVP for
any Addenda. It is the Proposer's responsibility to ensure that all addenda have
been reviewed and, if required, signed and returned.
