5.1:
Intent
The purpose of this invitation to bid is to establish a task order contract for the installation of various
traffic operations equipment for the Ohio Department of Transportation (ODOT). This contract is
for maintenance of existing infrastructure.
This contract shall be utilized on an as needed basis by the Department and nothing in these specifications
should be construed by bidders as a guarantee that any of the services outlined herein will be contracted.
Multiple Award
ODOT will accept all responsive bids submitted on or before the specified bid opening
date and make an award to all responsive bidders pursuant to O.R.C. 5513.02.
Contract Duration
The effective duration of this contract shall be from the Date of Award to one year after sale.
Vendors issued purchase orders within the limits of the contract duration shall complete the
required work even if this extends beyond the contract duration in accordance with the installation
requirements in Section 6.
Pricing
Vendors shall submit pricing for items on the Excel pricing sheet in accordance with the
terms and conditions and specifications contained herein.
Prices for all items have been divided into completion times of “standard”, “rush”, and “expedited”.
These terms are described in Sections 5.5, 5.6, and 5.7.
All pricing submitted shall be effective for the entire duration of the contract.
Purchasing
When an item is required, ODOT will select the responsive Vendor to install the signal equipment
that provides the best value to the Department. The time required to complete the work may be
considered in this determination.
The Department may utilize its direct purchasing authority and purchase from other sources off
contract when the estimated amount is under $5,000.00, as long as the purchase complies with
ODOT purchasing rules. ODOT reserves the right to utilize its direct purchasing authority and
purchase from other sources off contract when all contract Vendors are unable to meet the
requirements of this contract.
Purchase Order
The District will issue purchase orders as the need arises. The purchase order will describe in
detail the needed work, including locations, and supplemental equipment information. Only one
District will be included on a single purchase order.
The purchase order will indicate whether the completion time is “standard”, “rush”, or “expedited”.
Standard, rush, and expedited completion times will not be combined on the same purchase order.
For Maintenance of Traffic (Items 63-80) the Vendor will be paid on a per each setup basis in
accordance with the provisions in Section 9.
For Mobilization (Item 80), the Vendor will be paid for mobilizing up to ten (10) sites in a single
district. (1 ea. Mobilization = 10 sites maximum)
Multiple work types may be combined on a single purchase order. For example, detector loops
and tether wire, with accessories may be included on the same purchase order.
5.2: Purchase Order Process and Acceptance
The process shall be as follows:
1. A work order shall be generated and submitted to the Vendor by ODOT.
2. The Vendor shall notify ODOT upon receipt of the work order.
a. If the Vendor accepts the work order, then the completion dates stated herein shall
apply.
b. If the Vendor is unable or unwilling to comply with the completion dates stated
herein, the Vendor shall immediately notify ODOT. The Vendor and ODOT may
negotiate a mutually acceptable completion date, which will become binding. If the
Vendor and ODOT cannot agree upon a completion date for the work, ODOT may
cancel the purchase order and execute a new purchase order with a different
Vendor or pursue other means to accomplish the needed work.
3. ODOT will generate and submit the purchase order.
4. The Vendor shall complete the work as described in the work order/purchase order.
5. ODOT will inspect the completed work performed by the Vendor.
6. If the work is accepted by ODOT, payment for completed items shall be issued after the
vendor submits the invoice to ODOT.
Vendors are required to provide the requested OEM or approved non-OEM repair parts as listed
by part number or an approved equal that will be fully compatible to existing material. It will be the
vendor’s responsibility to verify that Non-OEM parts meet or exceed the requirements of OEM
parts. If no part number is listed, it can be assumed that various models of devices / equipment
may be approved to be acceptable.
Work order examples for both traffic and IT can be found in appendix C.
5.3: District Liaison
Work orders executed under this agreement will include the name and contact information of a
District Liaison. The Vendor shall coordinate all work with the District Liaison. The Vendor shall
provide the District Liaison with a schedule of where and when the work will be done and shall
promptly notify the Liaison of any changes to the schedule. The Vendor shall keep the District
Liaison informed of progress being made on the purchase order at least on a weekly basis, and
more often if necessary. The District will also provide the name and contact information of a
secondary liaison to act as a back-up should the primary liaison not be available. If available, the
District Liaison will provide the existing construction plans with the work order for informational
purposes only.
5.4: Completion Time
Each work order will be marked by the Department as “standard”, “rush”, or “expedited” completion
time.
5.5: Standard Completion Time
All equipment and procedures purchased under this agreement shall be installed within 60 calendar
days from the order date or an agreed upon delivery date if the furnished item warrants a longer
lead time, with the exception of OUPS Location items 61a, 61b, and 61c which shall be completed
within 48 hours of the order request. ODOT is cognizant of longer lead times caused by the supply
chain shortages. Therefore, ODOT will allow increased installation, procedure, and procurement
periods based a letter from the Contractor stating the cause of the increase.
5.6: Rush Completion Time

All equipment and procedures purchased under this agreement shall be installed within 14 calendar
days from the order date, with the exception of OUPS Location items 61a, 61b, and 61c which shall
be completed within 24 hours of the order request.
5.7: Expedited Completion Time
All equipment and procedures purchased under this agreement shall be installed within 48 hours
of the order date, with the exception of OUPS Location items 61a, 61b, and 61c which shall be
completed within 4 hours of the order request.
When cabinet (traffic) installation (Item 16) purchased under this agreement is an expedited item
for emergencies, the vendor shall have a representative on-site within 3 hours of being contacted
by the District liaison.
Section 6:
Installation
All work shall be in accordance with ODOT procedures and specifications. All Install Only or
delivery items shall be picked up/ dropped off at a District Office or Central Office. If ODOT provides
materials for installation, any surplus material shall be returned to ODOT.

• For Item 1, furnish and install a detector loop in accordance with Item 632 of the ODOT Construction and
Material Specifications and Standard Construction Drawing TC-82.10. The loop detector shall be a
powerhead configuration, a length of 30 feet, and a width as detailed in Standard Construction Drawing TC-
82.10.
• For Item 2, furnish and install a detector loop in accordance with Item 632 of the ODOT Construction and
Material Specifications and Standard Construction Drawing TC-82.10. The loop detector shall be an
angular design detection configuration with dimensions as detailed in Standard Construction Drawing TC-
82.10.
• For Item 3, furnish and install loop detector lead-in cable in accordance with Item 632 of the ODOT
Construction and Material Specifications and Standard Construction Drawings TC-81.11 and TC-82.10.
The approximate length of loop detector lead-in cable will be specified in the work order.
• For Item 4, furnish and install a loop detector tie-in in accordance with Item 632 of the ODOT Construction
and Material Specifications and Standard Construction Drawing TC-82.10. The loop detector tie-in is for
the junction of the detector wire and lead-in cable. It shall include splice, splice enclosure, and ground
connection.
• For Items 5 - 6, install Advance Radar Detection or Stop Line Radar Detection in accordance with ODOT
Supplemental Specification 809. Radar cabling will be provided by ODOT.
• For Item 7, install a Video Detection System in accordance with ODOT Supplemental Specification 816.
Video cabling will be provided by ODOT.
• For Item 8, furnish and install an Accessible Pedestrian Pushbutton in accordance Item 632 of the ODOT
Construction and Material Specifications and Standard Construction Drawing TC-85.10. The Accessible
Pedestrian Pushbutton shall be on the ODOT Traffic Authorized Products List (TAP). Unit bid price includes
removal and disposal of the existing Pedestrian Pushbutton as specified on the work order.
• For Items 9-10, furnish and install tether wire, with accessories (Simple Span/ Non-Simple Span) in
accordance Item 632 of the ODOT Construction and Material Specifications and Standard Construction
Drawings TC-85.21 and TC-85.22. Work Orders shall be paid for a minimum of 100 feet.
• For Items 11-12, furnish and install messenger wire, with accessories (Simple Span/ Non-Simple Span) in
accordance Item 632 of the ODOT Construction and Material Specifications and Standard Construction
Drawings TC-84.20, TC-84.21 and TC-85.22. Work Orders shall be paid for a minimum of 100 feet.
• For Item 13, unlash and re-lash messenger wire in accordance with Item 632 of the ODOT Construction
and Material Specifications, Standard Construction Drawings TC-84.20, TC-85.21 and TC-85.22, and the
Traffic Engineering Manual Section 442-47.
• For Item 14, raise the existing span and tether wire in accordance with Item 632 of the ODOT Construction
and Material Specifications and Standard Construction Drawings TC-84.20, TC-85.21, and TC-85.22.
• For Items 15a-15e, furnish and install a controller unit from the TAP and a GPS timeclock in accordance
with Supplemental Specification 805. The controller shall be programmed with existing timings and settings
to operate the intersection prior to installation. All appurtenances required to interface the GPS timeclock
with the controller to make both items functional shall be included in the unit bid price. Unit bid price includes
removal and disposal of the existing controller and/ or GPS timeclock as specified on the work order.
• For Items 15f, furnish & install per intersection (including labor, appurtenances to make complete and fully
functional) Applied Information Preempt/Priority Field Monitoring Unit (FMU/2) Model AI-500-085-04 with
Glance Integration. For Item 15g, furnish and provide Applied Information Connectivity, Support and
Warranty (CSW) Plan, 10-year service per intersection. For 15h, furnish to public agency per vehicle
Applied Information In-vehicle Priority Unit (VPU) Model AI-500-065 with Glance Integration. For 15i,

• For Item 16, install only an ODOT supplied cabinet (traffic) in accordance with Item 633 of the ODOT
Construction and Material Specifications and Standard Construction Drawings TC-83.10 and TC-83.20.
The Vendor shall be prequalified for ODOT work for work types 39 (Maintenance of Traffic) and 44 (Traffic
Signals-Standard).
• For item 17, install a traffic signal power service in accordance with Item 632 of the ODOT Construction
and Material Specifications.
• For item 18a, remove existing UPS batteries, furnish, and install new UPS batteries in accordance with
TEM Note 442-40. For item 18b, remove an existing Uninterruptible Power Supply and furnish and install a
new Uninterruptible Power Supply in accordance with TEM Note 442-41. All removed items shall be
disposed of by Contractor. Items are per each cabinet location.
• For items 19a-g, furnish and install items for general traffic signal operations. Items 19a and 19b shall
include hardware necessary to attach the vehicular signal head to the support. For items 19b and 19d, the
vehicular signal heads shall be attached to existing tether wire, when applicable. Item 19g consists of
programing and configuring an existing traffic signal controller, monitor, and signal cabinet to run for general
traffic signal operations. In Caltrans 332 and 336 cabinets, the configuration will use a previously installed
auxiliary output file for the additional outputs.
• For items 20a-g, furnish and install items for flashing yellow arrow operations, including signs for the FYA
operation (includes: Left Turn Yield on Flashing Yellow Arrow and temporary Signal Operation Changed).
Items 20a and 20b shall include hardware necessary to attach the vehicular signal head to the support. For
items 20b and 20d, the vehicular signal heads shall be attached to existing tether wire, when applicable.
Item 20g consists of programing and configuring an existing traffic signal controller, monitor, and signal
cabinet to run up to 4 flashing yellow arrow phases. In Caltrans 332 and 336 cabinets, the configuration will
use a previously installed auxiliary output file for the additional outputs
• For items 21 and 22, convert an intersection from 2-Way Stop to All-Way Stop per SCD MT-125.00 or an
overhead flasher to 2-Way or All-Way Stop per MT-125.50.
• For item 23, complete a signal inspection within the ITS Asset Collector based on the following items:
Traffic Signal - Annual Inspection with Overall Score (to be in ITS Collector App)_updated1.xlsx. For
access to the ITS Collector, establish a MyODOT account for access to the Department ESRI ArcGIS
Field Maps application, with these two websites as a guide

• For item 24, remove/ replace CCTV Lowering units in accordance with ODOT Supplemental Specifications
809 and 909.
o 24a – Furnish and remove/replace CCTV lowering units
o 24b – Remove/Replace only
• For items 25-26, furnish and install fiber optic cable of various fiber counts in accordance with Supplemental
Specifications 804 and 904.
• For item 27, install a min #20 AWG HDPE insulated orange copper clad steel wire in accordance with
Supplemental Specification 804 through existing conduit. If there is an existing pull rope in the conduit, that
pull rope shall be used to install the tracer wire and should be replaced with a new pull rope once the tracer
wire is installed. The tracer wire shall be placed as directed by the Engineer at various locations. There
shall be 20 feet of additional tracer wire placed in each adjacent pull box. If there are existing communication
cable markers, connect the tracer wire per Supplemental Specification 809.
