Synopsis:
|
|
Submissions marked "COR7380 – Traffic Signal Construction Specifications " will be received by the City of Regina (see Part 1.5.1 of the RFP), no later than 2:00:00 p.m. Central Standard Time, on Thursday September 25, 2025.
The City is seeking professional engineering services to prepare a comprehensive, clearly written specification document, including stamped design drawings, material guidelines, and construction procedures—that can be consistently applied by both internal crews and external contractors. The objective is to establish a standardized traffic signal construction specification that aligns with the City’s existing practices and recognized industry standards, while also addressing Regina’s unique operational and environmental conditions.
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:
Chapter 5 of the Canadian Free Trade Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement
Article 14 of the New West Partnership Trade Agreement
There will not be a public opening however the list of firm names who submitted a response will be posted to the Sasktenders website.

Historically, the City has completed the construction and rehabilitation of intersection traffic signals and pedestrian corridor signals using internal crews. In recent years, external contractors have been engaged for projects exceeding internal capacity. However, the absence of a formal, published specification has led to inconsistencies and confusion during project delivery. This RFP seeks to address that gap by developing a unified standard that enhances construction quality, operational efficiency, and public safety.
All final deliverables will become the proprietary property of the City upon completion of the contract.
This RFP seeks to retain an engineering consulting firm to develop a comprehensive traffic signal construction specification. The specification will be based on the City’s established practices, as well as recognized industry standards.
