The City of Casa Grande is requesting Statements of Qualifications (SOQs) from qualified
consultants to provide a (1) professional transportation planner (Applicant) to assist City Staff in
the development, review, and implementation of citywide and regional transportation plans,
studies and initiatives.
The selected Applicant will provide technical expertise, planning guidance, and coordination
support for the City’s ongoing and future transportation planning efforts.

SECTION 1. PROFESSIONAL SERVICES ASSIGNMENT DESCRIPTION
The City of Casa Grande is requesting Statements of Qualifications (SOQs) from
consultant firms to provide a person (Applicant) to provide professional Traffic
Engineering and Transportation Planning Services to assist City Staff in the development,
review, and implementation of citywide and regional transportation plans, studies and
initiatives. The selected Applicant will provide technical expertise, planning guidance, and
coordination support for the City’s ongoing and future transportation planning efforts.
SOQ’s should highlight a specific individual submitted as the applicant and not the
firm as a whole.
The purpose of this RFQ is to select qualified transportation planning professionals to
augment city staff. The applicants will provide professional services to the City of Casa
Grande Public Works Department. The city will select the highest three-scoring
submittals. Selection does not guarantee any work.
Services will include, but are not limited to:
Assisting City staff with traffic engineering, long-range transportation planning,
multimodal network development, and policy implementation.
Providing technical guidance and analysis related to transportation and land-use
integration.
Attending Planning & Zoning Commission, City Council, Development Team
Meetings, and neighborhood meetings, as well as regional coordination meetings
(e.g., with ADOT, Pinal County, and other agencies).
Supporting the City in grant applications, project prioritization, and development of
transportation improvement programs.
Coordinating with CIP project managers to develop appropriate traffic control
measures during the construction of CIP projects.
Review of Traffic Control Plans
Review of Traffic Impact Statements and Traffic Impact Analyses
Assisting city staff in the review of plans
Representing the City Traffic Engineer in transportation capacities
SECTION 2. SCOPE OF WORK
The scope of work involved shall include, but not be limited to, the following tasks:
1. Transportation Master Plan Support Review and update components of the
City’s existing plans and develop new elements as needed.
2. Scope and Manage Traffic and Mobility Studies For small-area transportation
and corridor studies, evaluate multimodal connectivity, and safety improvements.
3. Public and Stakeholder Engagement Guide the preparation of materials and
participate in public meetings, workshops, and neighborhood outreach efforts.
4. Scope and Manage Data Collection and Analysis For data management and
GIS mapping for traffic volumes, crash data, and infrastructure assets.

5. Policy and Program Development Assist City staff with the creation and
refinement of policies related to complete streets, transit, active transportation, and
sustainable mobility.
6. Technical Review Review development proposals, traffic impact analyses, and
assist staff in coordinating with developers and regional agencies.
7. Grant Support Provide assistance in identifying and preparing scopes of work for
competitive applications for regional, state, and federal funding opportunities.
8. Meeting Participation Attend Planning & Zoning, City Council, Development
Team Meetings, and community meetings as required, providing expert input and
presentations.
SECTION 3. GENERAL TERMS, CONDITIONS, AND INSTRUCTIONS
Definition of Terms Used in These Instructions
As used in these instructions, the following terms have the following meaning:
A. "Attachments" means all items required of the Submitter as a part of the submittal.
B. "Days" means calendar days unless otherwise specified.
C. "Exhibits" means all items attached to the solicitation.
D. "Submittal" means bid, submittal, quotation, and qualifications.
E. "Submitter" means a vendor or provider who responds to any type of solicitation.
F. "Contract Manager (or Project Principal)" means the person duly authorized to
enter into and administer contracts and make written determinations with respect to
the contract or his or her designee. For the City of Casa Grande, that shall mean the
City Engineer.
G. "Solicitation" means a request for Statement of Qualifications (SOQ).
Inquiries
A. Solicitation Contact Person; Other Contact Prohibited. Any inquiry related to a
solicitation shall be directed solely to the City of Casa Grande Contract Manager
(Project Manager PM). The submitter shall not contact or direct inquiries
concerning this solicitation to any other employee. All firms interested in this project
(including the firm's employees, representatives, agents, lobbyists, attorneys, and
subconsultants) will refrain, under penalty of disqualification, from direct or indirect
contact for the purpose of influencing the selection or creating bias in the selection
process with any person who may play a part in the selection process, including the
evaluation panel, the City Manager, Deputy City Manager, Department Heads, and
other staff. This policy is intended to create a level playing field for all potential firms,
assure that contract decisions are made in public, and protect the integrity of the
selection process.
