Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following:

Basis of Award. Award of the contract resulting from this solicitation will be made based on “best value” to the Government, price and all other factors considered. The offeror must be responsible, as defined by FAR 9.104-1. Responsible includes, but is not limited to, satisfactory past performance, being registered and current in the System for Award Management (www.sam.gov), being a Small Business, not being debarred or suspended from doing business with the Federal Government, and other factors.

Quotes must be received via email to debora.wells@usda.gov by time specified in SF1449 box 8. Questions in regard to this solicitation are due no later than 2:00 PM CT on April 11, 2024. Answers to any questions received by that time will be posted as an amendment to this solicitation.
