To Whom it May Concern:
The Sacramento Regional Transit District (SacRT) invites submissions of Expression of Interest (EOI) for the Relocation of SacRTs Traction Power Substation and Signal Relay Case.
This Request for Expression of Interest (RFEI) is intended to generate market interest prior to SacRT issuing an Invitation to Bid (ITB) . Information that any interested party wishes to submit as part of an EOI will be submitted voluntarily to SacRT, and with the understanding that this RFEI is for information gathering purposes only and is not an offer. No contractual relationship will be automatically generated between the respondent and SacRT by responding to this RFEI. Cost information is not being invited by this RFEI. Information submitted by respondents will be kept confidential to the fullest extent permitted by law. and used solely for the purpose of market analysis. SacRT encourages a broad range of respondents to submit EOIs. Potential respondents, or joint respondents, to this RFEI include: Class A General Engineering contractors or C-10 Electrical contractors and any other interested parties.
In order to accommodate the construction of a new SMUD distribution substation on the block between 6th and 7th Streets, the G-H Street Alley, and G Street, SacRT will be relocating SacRTs existing traction power substation and signal relay case located on the north side, mid-block along the G-H Street Alley.
The SacRT traction power substation will be relocated to the northeast corner of the intersection of 6th and the G-H Street Alley and the relay case will be replaced with a new, contractor provided instrument house to be located on the northwest corner of the intersection of 7th and the G-H Street Alley.
The construction of a new SMUD distribution substation on the block between 6th and 7th Streets, the G-H Street Alley, and G Street, is not within the scope of SacRTs Traction Power Substation Relocation.
Both the SacRT substation and existing relay case must remain operational during the construction and relocation phases of this project. The complete infrastructure for both facilities will be constructed before the relocation in order to accommodate the relocation of the SacRT substation over a single weekend and the commissioning of the new instrument house and decommissioning of the existing relay case over a minimal number of weekends.
SacRTs projected funding source for this project is State funded. For purposes of this RFEI, Respondents should assume that Federal, State, and local funding will be used. The engineers estimate for this project is currently at $3 million dollars.
Cost and Schedule:
The Traction Power Substation Relocation project must be done over a minimal number of weekends and both the existing substation and relay case must remain operational during the construction and relocation phases. SacRT welcomes Respondents input on ways to reduce whole-life-cycle costs of the Traction Power Substation Relocation work scope as well as strategies to accelerate schedules and/or reduce risk and delay.
EOI Submission Format Guidelines:
The following summarizes the submission and format guidelines of the EOIs. In addition to the information described below, SacRT may request confirmation or clarification of the information furnished by a Respondent, request additional information from a Respondent concerning its EOI, request additional evidence of experience, or request additional evidence of Respondents ability to perform the work described in this RFEI. The evidence of experience and formatting requirements Respondents should meet and adhere to are detailed below.
Respondents are asked to provide all information requested below, prepared in single-spaced type, 12 point font, on 8-1/2 x 11 sheets. Pages should be numbered at the bottom to show the page numbers and total number of pages in the response (e.g., Page 1 of 25, Page 2 of 25, etc.).
Responses to this RFEI that are not consistent with these Format Guidelines will not disqualify prospective bidders from participating in any subsequent ITB process.
A. Transmittal Letter
The EOI should clearly detail how the Respondent meets the evidence of experience for the Traction Power Substation Relocation project and the evidence of experience for the Contractor(s), providing information on relevant experience with similar projects and similar services.
To the extent that the Respondent is submitting an EOI as part of a joint venture or consortium, then the EOI shall include a description of the proposed team structure, including what strengths and experience each entity brings to the overall team.
B. Project Approach
SacRT would like to know whether each Respondent is interested in bidding this project, in future procurements, as well as any recommendations for improvement to delivery strategies.
The EOI shall include a description of how the Respondent will approach the applicable project scope, how its approach will meet the goals and objectives of SacRT, and the hurdles that will need to be overcome to deliver the project.
SacRT requests Respondents submit four (4) copies and one (1) electronic PDF version of the EOI in a clearly marked and sealed envelope or pack on or before 5 PM on August 28, 2017, in accordance with the instructions contained in this RFEI. EOIs are requested by the due date and time listed, but will still be considered if received after this date at SacRTs sole and absolute discretion. email@example.com All contact regarding this RFEI shall only be through the SacRT contact person listed above. Respondents shall neither contact nor lobby any other SacRT staff, any SacRT consultant, or any partner regarding the RFEI during the RFEI process.
This RFEI and any written material submitted in response to this RFEI are subject to public inspection under the California Public Records Act (Government Code 6250 et seq.), unless exempt by law. Other than proprietary information or other information exempt from disclosure by law, the content of EOIs submitted to SacRT will be made available for inspection consistent with its policy regarding Public Records Act requests.
If Respondent believes any EOI content contains trade secrets or other proprietary information that Respondent believes would cause substantial injury to the Respondents competitive position if disclosed, the Respondent may request that SacRT withhold from disclosure such proprietary materials by marking each page containing proprietary information as confidential and shall include the following notice in front of its EOI:
The data on the following pages of this EOI, marked along the right margin with a vertical line, contain technical or financial information that constitute trade secrets and/or that, if disclosed, would cause substantial injury to Respondents competitive position. Respondent requests that such data be used for review by SacRT only, but understands that exemption from disclosure will be limited by SacRTs obligation under the California Public Records Act. Failure to include this notice with relevant page numbers shall render any confidential/proprietary markings inadequate. Individual pages shall accordingly not be treated confidentially. Any language purporting to render the entire EOI confidential or proprietary will be regarded as ineffective and will be disregarded.
In the event properly marked data is requested pursuant to the California Public Records Act, Respondent will be advised of the request. If the EOI requests that SacRT withhold such data from disclosure and SacRT complies with the Respondents request, the Respondent shall assume all responsibility for any challenges resulting from the non-disclosure; indemnify and defend SacRT and hold it harmless from and against all claims, legal proceedings, and resulting damages and costs (including but not limited to attorneys fees that may be awarded to the party requesting such Respondent information); and pay any and all costs and expenses relating to the withholding of the Respondents information.
Subsequent Request for Bids (ITB)
SacRT may follow this RFEI with an ITB for the Traction Power Substation Relocation project. Failure to respond to this RFEI will not disqualify prospective bidders from participating in any subsequent ITB process. Information gathered from this EOI may inform the specifics of the forthcoming ITB.
SacRT hereby notifies all Respondents to this Request for Expression of Interest (RFEI) that SacRT will affirmatively ensure that, in regard to any subsequent Invitation to Bid (ITB) associated with this RFEI, all contractors will be afforded full opportunity to submit a bid in response to the ITB and will not be discriminated against on the grounds of race, color, religious creed, sexual orientation, gender, gender identity, gender expression, genetic information, military or veteran status, marital status, disability, medical condition, age, national origin, or ancestry in consideration for an award.
