This is a Sources Sought Synopsis and Request for Information (RFI) announcement to afford industry an opportunity to provide information regarding their capabilities to provide commercial items and services. The is not a Request for Quotation (RFQ) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the U.S. Government to form a binding contract.
USAF Test Pilot School is looking to award the vendor who can provide a base year and an option year contract for the TPS Curriculum Development and Analysis Support. The vendor shall shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform curriculum development analysis and support.
The following description is what the vendor must provide for the Test Pilot School:
Development and Presentation of Classroom Instruction. Classroom instruction development and presentation by the Contractor shall support the flight sciences phase of the TPS curriculum. All curricula developed by the Contractor under this contract shall become the property of the USAF Test Pilot School.
Flight Sciences Curriculum Description. The flight sciences curriculum includes (but is not limited to) the following major course categories: Performance Fundamentals (PF 6000), Performance Systems (PF 7000), Performance Characterization (PF 8000), Flight Mechanics (FQ 6000), Flight Control Systems (PF 7000), Handling Qualities (FQ 8000), and Envelope Expansion (PF 9000). Curriculum instruction is done according to the appropriate curriculum syllabus. In-class instruction is performed for basic knowledge instruction, mission information briefs (MIBs) in preparation for flight events, ground test technique (GTT) briefs are done for ground test events, and lab test technique (LTT) briefs are done to prepare students for simulator lab events.
The Contractor shall provide classroom instruction and examination as well as laboratory instruction in areas where qualified and necessary to support the TPS curriculum in accordance with (IAW) USAF TPS CTSs and USAF TPS OI 53-1.
Curriculum Development. The Contractor shall provide knowledge and expertise in support of current and future USAF TPS flight sciences curriculum. The Contractor shall work with the flight sciences branch to develop and revise curriculum IAW USAF TPS OI 53-1. Formal large-scale changes to the curriculum are reviewed by a Curriculum Planning Committee and approved by the Commandant. The Contractor shall have the option to sit as a non-voting member of the Curriculum Planning Committee.
Test Management Projects (TMPs, Student and Staff). TMPs are smaller scale, real world flight test programs that the TPS staff facilitates and the students execute. TMPs expose students to the Air Force Test Center (AFTC) test process, to include preparation of an executable test plan, working with contractors, a safety review board, a test review board, test execution (ground and flight test), and test reporting (written and oral). Working with the TPS staff advisor, the Contractor shall advise and facilitate TMPs associated with the flight sciences branch. Staff TMPs are similar in scale to student TMPs but are executed solely by staff members. Further, these projects do not follow any set schedule and may be longer in duration than student projects. The Contractor shall advise, facilitate, and execute these projects in any qualified capacity.
To facilitate future TMP development and to insure the currency of the USAF TPS Flight Sciences Curriculum, the contractor shall aid in fundamental research done by the Flight Sciences Branch.
The total estimated magnitude of this requirement will not exceed $349,999.99.
The contractor may work remotely for all services provided except for classroom instruction, which will take place at USAF TPS.
The AFTC anticipates awarding a contract under the associated North American Industry Classification System (NAICS) code 611512 with a standard size of $34,000,000 dollars and a Product Service Code (PSC) of U099. System for Award Management (SAM.gov) registration is mandatory for this contract (see SAM.gov website at (https://sam.gov/content/home).
Responses will contribute to the Market Research Report as part of the acquisition strategy development process. Sources responding are invited to provide input and recommendations concerning contract type, contract clauses, and other aspects of the acquisition and anything else that may help to develop an efficient and effective acquisition strategy. If sufficient responsible and capable sources are identified, a formal RFQ will be posted on SAM.gov.

The AFTC will not pay for information or comments provided and will not recognize any cost associated with submission of comments. Please provide your response in Microsoft Word or a Microsoft Word compatible format. Submissions should be to the point and no more than 10 double space pages.
Responses shall not be proprietary and will be unclassified.
Interested vendors should submit responses no later than 6 September 2026 by 11:59pm Pacific Standard Time (PST).
