TORRINGTON MIDDLE SCHOOL ROOF RENOVATION AND ASSOCIATED WORK

Sealed bids are invited and will be received by the Torrington Board of Education at the office of the Torrington Board of Education, Donna Labbe – Business Manager, 4th floor, side entrance for Central Office, 50 Major Besse Dr, Torrington, CT 06790, until 2:00 p.m., Monday, September 15, 2025, after which time they will be publicly opened and read aloud. Bids received after the date and time specified will be rejected. In the event of the closure of the Torrington Board of Education, the bid will be opened at the scheduled time on the following business day that the Torrington Board of Education is opened. Proposals must be submitted on the forms provided and in a sealed envelope clearly marked with appropriate title.  Bidders shall submit an original and two (2) copies.

This Project consists of, but is not limited to: metal panel roof overlay and associated work at Torrington Middle School, 200 Middle School Drive, Torrington, CT 06790.

A mandatory pre bid walk through meeting is scheduled for 10:00 a.m., Wednesday, August 27, 2025, at the Torrington Middle School, 200 Middle School Drive, Torrington, CT 06790. No visitors allowed on the school property without an escort.

The Torrington Board of Education hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and that they will not be discriminated against on the grounds of race, color, national origin or sex, in consideration for this award.

Plans and specifications will be available starting Thursday, August 21, 2025, at 2:00 p.m. Plans, specifications, and instructions for bidding the above project are available on the State of Connecticut’s Department of Administrative Services – Business Network Portal, BizNet AccountMaint Login Plans and specifications may be reviewed in the Torrington Board of Education, Donna Labbe – Business Manager, 4th floor, side entrance for Central Office, 50 Major Besse Dr, Torrington, CT 06790, during normal business hours.

To be considered a responsive Bidder, the Contractor shall have attended the mandatory pre-bid walkthrough and be recognized by BizNet as having downloaded a copy of the Plans and Specifications. To establish the record of download, a prospective Bidder must have a BizNet account and download a full set of plans and specifications using the name that is to appear on the Contractor’s Bid Forms.

This project falls under the requirements of the State of Connecticut Prevailing Wage Rates law. Current wage rates information is included with the bidding documents.

Bid security in the form of a Surety Company Bond, in an amount not less than five percent (5%) of the amount of the bid must accompany each proposal on the form furnished. A Non-collusion statement for Prime Contractors and any addendum acknowledgement must also be submitted at the time of the bid. Bid Security shall be made payable to Torrington Board of Education, Connecticut. Bids submitted without Bid Security will not be considered. No bid may be withdrawn for 60 days after receipt of Bids unless released by the Owner.

To be considered, all General Contractors bidding this project must be listed as a currently approved “Roofing” contractor under the Connecticut Department of Administrative Services (DAS), Contractor Prequalification Program. http://www.das.state.ct.us/cr1.aspx?page=10 . The Torrington Board of Education reserves the right to accept or reject any or all bids, to waive technicalities, to award the contract to a bidder other than the lowest bid, and to award the contract as it feels it will best serve the public interest.

A performance, labor and materials bond in an amount equal to one hundred percent (100%) of the contract will be required.
