Township Maintenance Facility Addition Project

Project Description: Sealed Proposals for the Township Maintenance Facility Addition Project will be received online via the PennBid Program by Longswamp Township, Berks County until 1:00 p.m. prevailing time on October 12, 2026. At that time, proposals will be publicly opened via PennBid at the Township Engineer’s Office, Hanover Engineering Associates, Inc., 252 Brodhead Road, Suite 100, Bethlehem, PA 18017-8944.
A non-mandatory pre-bid conference will be held on September 25, 2026 at 9:00 a.m. at the Township Maintenance Facility located at 102 Longsdale Road, Mertztown, PA. All prospective bidders are encouraged to attend. Final questions are due no later than 4:00 p.m. October 2, 2026. A final addendum will be issued by 4:00 p.m. on October 7, 2026, if required.
The Work will include, but will not necessarily be limited to, providing all equipment, materials, labor and services to construct a 30’ x 160’ addition onto the Township’s existing Maintenance Facility as further described in the Contract Documents and Plans.
Contracts to be awarded include Contract 1 – Building and Site Work; Contract 2 – Electrical Components; and Contract 3 – Mechanical Components.

Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable, to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date, except as permitted by law or if the Contract is delayed by required approval of financing per the Instructions to Bidders, and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form for their respective Contract.
This Project is subject to the Pennsylvania Prevailing Wage Act conditions. The Contractor shall include these requirements in all subcontracts for the project. Specific requirements for bidding are described in the Bidding Documents.
The project is subject to the provisions of the Public Works Employment Verification Act, and Non-Discrimination and Equal Employment Opportunity regulations.
Longswamp Township reserves the right at its option to waive any informalities, irregularities, defects, errors, or omissions in any or all of Bids and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Township.
