Summary

The Town of Fountain Hills (the “Town”) is issuing this Request For Proposals (this “RFP”) seeking proposals (“Proposals”) from qualified, licensed firms ("Proposers") with demonstrated experience and qualifications. to provide curbside solid waste collection and disposal services, bulk waste collection and disposal services, recycling services and green waste services within the corporate limits of the Town (the "Services"). In accordance with the Town’s Procurement Code, the Town will accept sealed Proposals for the Services specified in the Scope of Work .

Serviceable units (including townhomes and patio homes multifamily homes, some of which may not require service) within the corporate limits of the Town is approximately 9,300 and this number should be used in preparing the Proposal. The Town estimates that 30% of Fountain Hills residents are part-time based upon data utilized by the Fountain Hills Sanitary District. The Town has not independently verified this estimate. The Town is also not able to provide information as to how many of the part-time residents live in single family detached homes (requiring individual Carts) as opposed to multifamily homes that do not utilize individual Carts for the residents.

A resident cannot opt out of Waste Services and Recycling Services; Green Waste Services are required to be offered by the Contractor, but participation by residents is voluntary. Residents may receive additional Solid Waste Carts so long as such additional Carts are picked up on the same day as the initial Solid Waste Cart. The Proposer shall propose a price for additional Solid Waste Carts.

Fountain Hills has approximately eight locations for front loading containers, including local parks, municipal buildings and two fire stations. The Town may sponsor one or two special events each year (i.e. St. Patrick's Day celebration) that would require large front loading containers.

Background

The Town of Fountain Hills is located in the northeast portion of the Phoenix Valley and is bordered by the McDowell Mountain Regional Park within Maricopa County. The Town is east of the City of Scottsdale, north of the Salt River Pima-Maricopa Indian Community, and west of the Fort McDowell Yavapai Nation. Fountain Hills includes approximately 166 linear miles of paved roadway and approximately 38 linear miles for gated/private paved roadways.

The Town is also renowned for its preservation of the natural desert, its abundant wildlife, scenic qualities and dark skies. One of Fountain Hills’ most valuable assets is its natural beauty. The Town’s scenic terrain provides for a wide range of outdoor activities including hiking, biking, and golf in support of healthy lifestyles. Fountain Hills contains some of the more challenging and picturesque golf courses in the State of Arizona. Its dark skies provide opportunities for star gazing.

Fountain Hills was named by Phoenix Magazine as the best place to live in the Valley of the Sun and was cited as "a welcome oasis on the outskirts of a metropolis." The small town charm, lakeside park, Town Center, relaxed desert lifestyle, lush desert landscapes, diverse landforms, public art, and idyllic location at the foothills of a picturesque mountain setting overlooking Fountain Park make Fountain Hills an oasis in the desert.
