Town of Salem Comprehensive Plan Technical Services

The Town of Salem, NY, is soliciting proposals for the services of a planning consultant and consultant team to work with the Lake Champlain Lake George Regional Planning Board (LCLGRPB) to develop a Smart Growth Comprehensive Plan (the “Project”). The Project is funded by the New York State Department of State Environmental Protection Fund Smart Growth Comprehensive Planning and Zoning Grant Program.

The Town of Salem has been awarded a grant from the New York State Department of State to develop a Smart Growth Comprehensive Plan for the community. The selected firm will be coordinating with the Lake Champlain Lake George Regional Planning Board (LCLGRPB) to complete the tasks as outlined in the NYSDOS Work Plan .

The Village of Salem officially dissolved in March 2016, yet no comprehensive planning documents have since been created to guide the integration of the former Village and the broader Town of Salem. Over the past decade, the Town has experienced a population decline of approximately 4% (2010–2020), and about 70% of its land area lies within a designated Washington County Agricultural District.

The Town of Salem now seeks qualified consultants to assist in the development of a Comprehensive Plan that reflects current conditions, harnesses ongoing community investments, and outlines a forward-looking vision. This plan will serve as a strategic blueprint to guide land use, economic development, infrastructure, housing, and quality of life improvements in alignment with the values, needs, and aspirations of residents and stakeholders.
