Town of Keene - Hydrogeologic Consultant Services RFP

Town of Keene seeks proposals from people and/or firms that have a New York State Licensed Professional Hydrogeologist Certification.

The consultant shall provide technical support services to identify and rank test well drilling locations via site visits and geophysical surveys, assist the Town in drafting an RFP for test well drilling services, provide test well drilling assistance, and develop and submit a preliminary hydrogeological report to NYSDOH and NYSDEC.

The Town will solicit a well driller to perform the test well drilling. The test wells will be evaluated by the hired Hydrogeologist for quality of water, quantity of water and the likelihood that production wells will meet the needs of the users. The hydrogeologic analyses and report will be drafted to meet NYSDOH and NYSDEC review/approval.

A preliminary engineering report was completed in 2022 by AES Northeast with the proposed recommendations as well as alternatives for the necessary upgrades for Water District 2.

The Town of Keene operates two water districts that serve the Town of Keene and Keene Valley. In 2005 there was an engineering report on findings for Water District #2, which serves Keene Valley residents. Within that report, the findings included that there needed to be a replacement of the distribution system and laterals, replacement of the water storage reservoir, replacement of the 1998 failing well and upgrades to the well control building.
In 2010, the town replaced the distribution system and part of the well control building. In 2019, the Town proceeded with an emergency project to replace a failed well with a new well. In 2020, the leaks in the Town’s storage tank were repaired.

The Town’s remaining 1998 well is now nearing failure (currently serving as a redundant source) and requires service. It is currently out of service. The well-controlled building needs necessary repairs and replacements.
