Background and Description of the Project:
The Town of High River is looking for a qualified contractor to complete an assessment of the current Mechanical Systems located at the Charles Clarke Health Clinic and provide prioritized recommendations and pricing.

Scope of the Services:
The Charles Clarke Health Clinic building is a two story with basement, LEED certified design and construction and the mechanical system is a conventional system for small buildings.

1.        Electrical Preheat Coil Installation Assessment
The installation of electrical preheat coils in the intake ducts servicing the Energy Recovery Ventilators (ERVs) is to be evaluated. The successful candidate shall engage a qualified electrical consultant to review the existing power distribution system and confirm the building’s electrical capacity to support the addition of preheat coils.

2.        Building Management System (BMS) Review
The building’s current Building Management System (BMS), enteliWEB, provides limited user access. The contractor shall assess the BMS to determine the feasibility of integrating an open-source or more accessible platform. This assessment must ensure the system allows full access to temperature controls and the ability to adjust setpoints as required.

3.        Elevate all the Mechanical Systems:
•        The system is heated with 2 Camus 300,000 Btuh boilers located in the penthouse mechanical room.
•         Located outdoors at grade is a 60-ton Carrier air cooled chiller filled glycol water solution. Glycol is piped to a glycol / water heat exchanger. Water is distributed to fan coils.
•        Hot water and chilled water are distributed to 4 pipe fan coils (Fan, cooling coil, heating coil and filter) on each building level.
•        Each building entrance has been provided with hot water fan coils.
o        4 Pipe Fan Coils
o        Basement - 4 Fan coils Size B @1, C@3
o        Main floor – 24 Fan coils Size A@3, B@8, C@5, D@3, E@5
o        Second floor – 27 Fan coils Size A@6, B@12, C@5, D@2, E@2
•        Ventilation to the fan coils is provided via 11 Mitsubishi Energy Recovery Ventilators
o        Basement – 2 Energy Recovery Ventilators
o        Main floor – 5 Energy Recovery Ventilators
o        Second floor – 5 Energy Recovery Ventilators
