Right of Way Appraisal Reviewer

Virtue Road/Boyd Station Road, from South of Needlegrass Lane to Willow Cove Way
Farragut, Knox County
The Town of Farragut seeks professional services from qualified appraisal firms to review appraisals connected with the project at Virtue Road and Boyd Station Road. The project encompasses grading, paving, signage, and intersection enhancements, requiring the acquisition of Right of Way, permanent drainage easements, slope easements, and construction easements across approximately 23 tracts.
To accomplish these tasks, the Town will select one firm to be responsible for appraisal reviews. These functions will include:
• The reviewer will review each appraisal for compliance with TDOT Appraisal Guidelines, and the Uniform Act and USPAP.
• Review each appraisal for accuracy and completeness in all relevant approaches to value.
• Confirmation of data or information, used in the appraisal, makes a determination as to whether the market data are capable of addressing the value characteristics of each parcel.
• Explains fully in writing, any changes, revision, or corrections made to the appraisal being reviewed.
• Signs Certificate of Review
• Signs Just Compensation Document (Must also be signed by the Town of Farragut)
• Shall be licensed and/or certified to conduct real estate appraisals in Tennessee.
• Shall NOT be the Appraiser, Negotiator (Buyer) or Closing Agent
• Must be on the TDOT’s approved list of appraisers
• Shall not have any interest, direct or indirect, in the lands being appraised
• Establishes just compensation by approval of appraisal or by use of revised or additional data along with justification of its use
All consultants must coordinate property acquisition activities with the TDOT Right of Way offices and ensure full compliance with the most recent editions of the TDOT Right of Way Manual and the TDOT Local Government Guidelines for the Management of Federal and State Funded Transportation Projects. Invoicing and payment for consulting services will be managed by the Town of Farragut, following TDOT’s established guidelines.
Interested firms should submit a qualifications-based proposal to The Town of Farragut, Procurement Division, Anissa Pratte, 11408 Municipal Center Dr., Farragut, TN 37934, but the due date found on page 1 of this RFQ.
