Sealed bids will be received by the Auditor's Office in an envelope marked "BID FOR 2026 -
2027 TOWING & STORING SERVICES" attention Purchasing Department of the City of Lima,
Ohio, Municipal Center, 50 Town Square, Lima, Ohio 45801, until 10:00 A.M., Eastern
Standard Time of Ohio, on Wednesday, May 27, 2026. The Purchasing Department is
located on the 3" floor of the Municipal Center, 50 Town Square, Lima, Ohio. The outside of
the envelope not being properly marked may result in bid not being received by the Purchasing
Department before the deadline and could result in bid being disqualified. Bids will then be
opened and read aloud for:

INSTRUCTIONS TO BIDDERS
Pursuant to the Legal Notice, sealed proposals for performing the work will be received by the
City of Lima, Ohio. At the time and place set forth in said notice, they will be publicly opened
and read; the awarding of the contract, if awarded, will be made by the City of Lima as soon
thereafter as practicable.
Each proposal shall be made upon the City's prescribed form and shall be submitted in a sealed
envelope properly marked "BID FOR 2026-2027 TOWING & STORING SERVICES' to the
Auditor, Attention: Purchasing Department of the City of Lima, Ohio, 3 floor of Municipal
Center, 50 Town Square, Lima, Ohio 45801, before 10:00 a.m., Eastern Standard Time, on
Wednesday, May 27, 2026.
It is understood that a bid may be withdrawn in accordance with Section 9.31 of the Ohio
Revised Code and further that the Mayor reserves the right to reject any and all bids and to
waive any informalities or irregularities in favor of the City.
The City of Lima reserves the right to waive any bid or bid process irregularities which the City
determines in its sole discretion to be in its favor, to reject any or all bids for any reason
determined to be appropriate in the sole discretion of the City, and to award the bid to the lowest
and best bidder meeting the City's needs as determined by the City at the City's sole discretion.
Each bidder must ensure that all employees and applicants for employment are not
discriminated against because of their race, creed, color, sex, or national origin.
The award of the contract, if it is awarded, will be to the lowest and best bidder, whose
qualifications indicate the award will be in the best interest of the City and whose proposal
complies with all the prescribed requirements. No notice of award will be given until the City
Code Official has concluded such investigations as she/he deems necessary to establish the
responsibility, qualifications and financial ability of the bidders to do the work in accordance with
the contract documents to the satisfaction of the City within the time prescribed. The City
reserves the right to reject the proposal of any bidder who does not pass such investigation to
the City Code Official's satisfaction. The City intends to utilize certain specific criteria to
evaluate the performance of the contractor, and to determine whether to terminate the contract,
at any time during the contract period.

TOWING & STORING OF DISABLED, UNLICENSED, INOPERABLE & ABANDONED
VEHICLES/BOATS/TRAILERS BID PROPOSAL
GENERAL SPECIFICATIONS
The contractor shall provide all labor, supervision, materials, supplies, transportation,
and equipment necessary for the services outlined in these specifications. All contractor
employees shall be easily identifiable while in the performance of this contract. Shirts,
jackets or reflective safety vests displaying the company name in an easily readable font
are acceptable.
The contractor will be responsible for recording the start date and time and completion
date and time on each work order, and the name of their on-site supervisor.
Work must begin within three (3) working days following issuance of a work order, unless
otherwise agreed upon with the inspector. The contractor will be responsible for obtaining
written work orders from the Department of Housing & Neighborhoods in a timely manner
to assure completion of the work within three (3) working days of issuance of the work
order.
Invoices for work performed must be submitted to the Department of Housing &
Neighborhoods within ten (10) days after a work order is completed. Invoices not
submitted to the Department of Housing & Neighborhoods within thirty (30) days after a
work order is completed WILL NOT be paid and the contractor shall forfeit any claim
against the City of Lima regarding payment for such work.
ABILITY TO PERFORM DOCUMENTATION
Please attach the following documentation:
1.
Proof of Liability Insurance
Attach certificate indicating coverage or ability to obtain accident and liability coverage for
one million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000.00)
aggregate with the City named as additional insured.
Workers Compensation Certificates of Insurance
Attach two (2) copies of current Workers Compensation Certificates of Insurance.
Personnel Inventory
Indicate the number of full time and part time personnel employed by the Bidder that will
be available to service the contract.
Subcontractors may be employed by the primary contractor only after written approval by
the City of Lima. The primary contractor must provide prior written notice to the City of its
intent to utilize subcontractors including the names, Social Security numbers or EIN
number of the individual(s) or organization(s) to be utilized as subcontractors.
Field Communication Capability
Indicate by name and title the contractor representatives and the method(s) of
communication the contractor may be contacted by while away from his base of operations
(business phone, cellular phone, email or other).
City of Lima Income Tax Form
Complete the attached City of Lima Income Tax form required of bidders on City contracts.
The successful bidder must provide updated information for each subsequent calendar year for
each category specified above. All information provided must be accurate and up-to-date for the
entire duration of the contract. Failure to provide updated information for each subsequent
calendar year may result in termination of the contract. Liability insurance (as specified above),
and Workers Compensation Certificates of insurance (as specified above) must be maintained
during the entirety of the contract. Failure to comply with any of these requirements may result in
immediate termination of the contract.

Municipal Center, 50 Town Square, Lima, Ohio 45801, until 10:00 A.M., Eastern Standard Time
of Ohio, on Wednesday, May 27, 2026. Purchasing Department is located on the 3" floor of the
Municipal Building, 50 Town Square. The outside of the envelope not being properly marked may
result in bid not being received by the Purchasing Department before the deadline and could
result in bid being disqualified.
No alterations, deletions or additions shall be made on this bid form as it may render the bid
invalid.
It is understood and agreed that the contract to be awarded shall be on a unit price basis and that
this proposal is being submitted upon such basis, unless amended in SUPPLEMENTAL
SPECIFICATIONS.
It is also understood and agreed that the contractor shall receive no_payment on invoices
submitted to the City later than thirty (30) days after a work order is completed and the contractor
shall forfeit any claim against the City of Lima regarding payment for such work.
LOCAL, OHIO, AND FEDERAL LAWS: The attention of the Bidder is called to the laws of Ohio,
Federal Laws, and any local ordinance relative to the employment of laborers on public works
and the necessity of being thoroughly informed in relation thereto. Particular attention is directed
to the statutory requirements of the State of Ohio relative to licensing corporations organized
under the laws of any other State.
The Bidder's attention is directed to the requirements relative to Ohio Workmen's Compensation
Act and to liability and property damage insurance coverage.
Two (2) copies of Certificates of Insurance policies will be required.
DISCRIMINATION AND INTIMIDATION:
A. In the hiring of employees for the performance of work under this contract or any
subcontract, no contractor, subcontractor, or any person acting on behalf thereof shall, by
reason of race, creed, sex, disability as defined in Ohio Revised Code Section 4112.01,
or color, discriminate against any citizen in the employment of labor or workers who are
qualified and available to perform the work to which the employment relates. [O.R.C.
1153.59]
B. No contractor, subcontractor, nor any person on behalf thereof shall in any manner
discriminate against or intimidate any employee hired for the performance of work under
this contract on account of race, creed, sex, disability as defined in Ohio Revised Code
Section 4112.01, or color. [O.R.C. 1153.59]
Cc. The contract may be canceled or terminated by the City, and all money to become due
hereunder shall be forfeited for a violation of the terms of this section of the contract.
CITY OF LIMA INCOME TAX: There is a City Income Tax in effect in the City of Lima. Bidders
shall familiarize themselves with all provisions of the law before submitting a proposal.
PERSONAL PROPERTY LAW DELINQUENCIES: The affidavit attached and marked Exhibit "A"
shall be completed by the Bidder and is hereby incorporated into the specifications.
WAGES AND HOURS: Attention of the Bidder is directed to the special requirements for wage
rates, the hours of employment as ascertained and determined by the Department of Industrial
Relations and provided for in the laws of the State of Ohio. The contractor will be required to pay
the prevailing wage for the respective craft which is included in the State prevailing wage package.

contract work, as of the date he submitted his bid, or unless he can demonstrate to the satisfaction
of the Mayor that he is unable to obtain such employees locally.
