The City of Lawrenceville is soliciting competitive sealed bids from qualified contractors for Towing
Services on an Annual Contract with four (4) additional one year options to renew for various
Lawrenceville Departments. Sealed bids will be received by the Lawrenceville Finance Department, 70
S. Clayton Street, Main Level, Room M46A, Lawrenceville, Georgia 30046 until 2:00 P.M. local time on
Thursday, June 11, 2026, and then publicly opened and read aloud. Any bid received after 2:00 P.M.
will not be accepted. Bid envelope should be marked on the outside with Bid Number, name of Bidder,
date and time of opening and utility contractor's license number. One unbound original and one (1)
copy should be submitted. Questions regarding bids should be directed to Chris Duncan, CPPB, Buyer
at chris.duncan@lawrencevillega.org no later than 3:00 P.M. on May 26, 2026. Bids are legal and
binding upon the bidder when submitted.
Successful service provider will be required to meet insurance requirements. The Insurance Company
should be authorized to do business in Georgia by the Georgia Insurance Department and must have
an A.M. Best rating of A-5 or higher. The written bid documents supersede any verbal or written prior
communications between the parties.
Evaluation of Bids and Alternates
Bidders are fully responsible for submitting pricing for the base bid and all alternate and/or optional bid
items as identified in the Bid Schedule. After bid opening, the City reserves the right to evaluate the
base bid and any combination of alternates or optional items to determine the scope of work that best
meets the City's operational needs, project priorities, and available funding.
The City will determine the lowest responsive and responsible bidder(s) based on the base bid and
those alternates or optional items selected by the City. The City is not obligated to accept all alternates
or optional items and may award the contract based on the base bid only or the base bid plus any
combination of alternates. Award will be made to the service provider(s) submitting the lowest
responsive and responsible bid(s). The City of Lawrenceville reserves the right to reject any or all quotes
to waive technicalities, and to make an award deemed in its best interest. Proposals may be split or
awarded in entirety.

SCOPE OF WORK
The City of Lawrenceville is soliciting competitive sealed proposals from qualified service providers for the
provision of wrecker services on a Multi-Year Contract for the removal of wrecked, disabled, abandoned, or
impounded vehicles on behalf of various City Departments.
REQUIREMENTS
A. Administrative Requirements
All invoices for services are to be submitted for payment no later than sixty (60) consecutive
calendar days after services are provided. Failure to do so, will release the City of Lawrenceville from the
obligation of payment for services.
Service provider is required to conduct background checks on prospective drivers prior to
employment and maintain such files. Service provider must provide the City (Purchasing Division)
with a copy of the prospective driver's license (only), at the time of bid and for any subsequent
hires at the time of employment. The service provider will be responsible for reporting changes of
employees on an ongoing basis as they occur during the contract term. Failure to do so could result
in termination of contract.
Service provider will notify the City (Purchasing Division) regarding any changes in property
ownership status or any zoning changes. The service provider will be responsible for reporting
this information to the City on an ongoing basis as they occur, during the contract term. Failure to do
so could result in termination of contract.
B. Calls for Service
If a wrecker call is canceled due to unanticipated circumstances, such as a driver returning to an
abandoned automobile after wrecker request has been placed, there shall be no charge to the City.
The terms of the contract are binding only when requests for services are initiated by City of
Lawrenceville in the normal conduct of business. Normal conduct of business is defined as but not
limited to the following circumstances: Instituting an arrest, removing immediate traffic hazards,
removing abandoned vehicles from public right-of-way, impounding recovered stolen vehicles,
moving a disabled vehicle with police involvement or as requested by City Fleet Management and
any emergency situation requiring a wrecker.
A vehicle owner in ordinary, non-emergency situations may engage a private wrecker service of their
choice to remove their vehicle. The responding officer will advise the vehicle owner of their option to
call the wrecker service of the owner's choice.
C. Response Time
Service providers responsible for including policies and procedures as part of their bid
documentation. Policies and Procedures should include:
* How the service provider documents and measures response time
* Expectations of their employee professional conduct and customer interaction
during police-initiated tow requests.
* Fleet and equipment maintenance and safety standards that ensure reliability

Each wrecker must be equipped with a two-way base radio and/or each wrecker personnel
should be equipped with a cellular phone. Such system must be maintained and operated on a
twenty- four (24) hour basis.
The service provider for a designated area will be called by the City of Lawrenceville Police
Department or Fleet Management Division for needed wrecker services in the contract area. The
service provider shall operate the wrecker service on a 24/7 basis to respond to calls for service.
The officer or other appropriate City Representative requesting wrecker service will determine the
equipment required for any given situation. If the designated service provider cannot provide
the equipment or service as required, or cannot meet the required response time, the City reserves
the right to obtain services from another wrecker service provider. At such time, the designated
service provider will be responsible for the costs which exceed the contract rate and any additional
costs which are incurred.
D. Responsibility
Service provider will conform to all Federal, State, local laws, rules, ordinances, and regulations
now in effect and any legal revisions that apply. Service provider assumes responsibility to ensure
that the contract wrecker service meets all legal applicable requirements. Service provider will
adhere to EPA requirements. Not all vehicles will require adjustments to comply. The costs for
those vehicles which will require adjustments to adhere to EPA requirements are included in your
rates.
E. Types of Service
For removal of non-highway vehicles/equipment the Light Duty and Medium Duty Wrecker service
provider for the designated District or for Fleet Services will be contacted. If unable to provide
equipment for necessary removal, the Heavy Duty Wreckers service provider will be notified.
F. Charges for Service
Service providers may not demand cash as method of payment.
Service providers will provide itemized invoices with any other necessary support documentation
(call receipts, work orders with time stamps of documented dispatch, arrival, hookup, and drop-
offs)
Service providers will explicitly reserve the City's right to audit towing and billing records.
Service providers to acknowledge that the City is to be made aware of any billing or charge
disputes as issues arise. All items that service provider plans to include in invoice must receive
prior approval from the City departments where the tow request originated. Disputed charges will
be removed from regular invoices until reconciled and approved by the city in writing.
Service Providers to provide a monthly report (may be attached to billing) detailing a list of
Lawrenceville responses and the billed charge for the customer. This should include the date,
time, customer, amount charged, and location of pick-up.
G. Hours of Service
The service provider will maintain an open facility every day of the year. They must maintain
equipment and sufficient labor force that is adequate to supply demand on a full 24-hour per day
basis every day of the year. From this location, the wrecker service provider is to maintain a twenty-
four (24) hour communication base with their wrecker personnel. Standby crews and equipment
are to be arranged so as to meet emergency situations under abnormal conditions.

In any event the service provider is not available to provide a tow, they will provide subcontractor
support documentation for their on call support service and signed statement that subcontractors
will uphold City's agreement terms.
Lawrenceville Police Department, Fleet Department or other city departments designated may
determine if a tow is deemed an emergency. Service provider may request authorization from the
City for an emergency case but requests must receive prior approval from the City prior to any
emergency fees or costs are added to regular billing.
H. Wrecker and Towing Equipment
Wreckers must be in working condition so that they are able to pass a Commercial Vehicles
Inspection which will be performed by the State Department of Public Safety at the request of the
City.
Successful vendor will present copies of title, or lease agreements for any newly obtained
equipment and/or vehicles required to meet contract specifications. If the wrecker
equipment/vehicle is repossessed or lease agreement is terminated by either party prior to the
contract period ending, the wrecker service provider will provide sufficient data to show they are in
compliance with this section.
The City of Lawrenceville requires all road equipment to have current Georgia Certificate of
Registration; and returned in the County where the business is located, in accordance with O.C.G.A.
48-5-444. The road equipment must have been kept current in registration, taxes, and all applicable
licenses. The vendor also must have had the registration of their equipment returned in Gwinnett
County during the time the business has been licensed in the County.
At all times, each wrecker must be equipped with a base radio and/or each wrecker personnel
must be equipped with a cellular phone. Systems must be in working condition. Each wrecker will
be required to carry a full complement of service items specified by Federal, State, Local laws,
rules, ordinances, and regulations such as fire extinguishers, chains, ropes, blocks, skid chains,
dollies, stop lights, flares, flashers, flood lights, hand tools, lock-out tools, shovels, axes, wrecking
bars, brooms, major first aid kit, oil absorbent material, and other tools and needs for lifting,
extricating, righting of wrecked vehicle/equipment, and removal from thoroughfare by towing or
carting.
I. Specification Compliance
Subsequent to the award, if the service provider is deemed non-compliant with any specifications
set forth within the contract, City personnel will provide said service provider in writing a list of
noted deficiencies and allow the service provider a maximum of ten (10) business days for the
service provider to correct deficiencies. If the service provider is still found to be non-compliant after
the ten days, City personnel will prepare a Vendor Performance Complaint for review. The
complaint will be scored based on the seriousness of the complaint. Such complaints may be
grounds for the City to terminate the contract, place the vendor on the ineligible source list, and
may prohibit the service provider from receiving any future awards.
The City of Lawrenceville reserves the right to inquire into service providers' affiliations with any
prosecutable actions at the Federal, State, or local level and may result in proposal being
deemed non-responsive and not considered for award.
J. Service Provider

The service provider, in submitting a bid, affirms that he is not an employee or an elected official
of the City; that he has not by himself or through any persons, officers, agents, or employees
prevented or attempted to prevent by any means whatsoever, anyone from submitting a bid
or induced or attempted to induce another to withdraw a bid for the aforesaid service. During
the duration of the bid process, bidders may not aid other bidders in the bid process or discuss the
bid process with any other bidder or City employee.
K. Personnel
The wrecker service provider will at all times during the contract submit to the Chief of Police or his
designee, the full names, addresses and dates of birth of any subsequent additions or deletions
of personnel in the service provider's towing storage operation within 24 hours. This includes
any board members of the corporation, individuals, stockholders, managers, drivers, clerical
personnel, and anyone working for the service provider.
Service provider is required to conduct background checks on all employees prior to execution of
contract or prior to any employment subsequent to execution of contract and maintain such files.
Service provider shall provide the City (Purchasing Division) with a copy of the individual's driver's
license (only) as part of proposal response. Due to confidentiality requirements, the City will not
accept or request copies of individual background check information; however, the service
provider will be responsible for submitting a signed written statement verifying that all employees
are compliant with contract requirements.
All employees of the service provider involved in the towing of vehicles must possess a valid CDL
Georgia driver's license. Employees who operate a wrecker which meets the criteria of a
Commercial vehicle will possess the proper class CDL (Commercial Driver's License), and possess
the proper endorsements required by O.C.G.A. 40-5-150 while engaged in towing a commercial
vehicle which requires endorsements specified in O.C.G.A. 40-5-142.
The wrecker service provider must ensure that their owners and drivers do not have any felony
convictions for offenses involving theft, assault, sexual offenses, breaking and entering auto,
obstruction of law enforcement, moral turpitude, etc.
L. Contract Period
Contract will be for a One-Year Period with four options to renew. The City of Lawrenceville reserves the right to
inspect to assure compliance with specifications/requirements and to review qualifications prior to
award of contract
M. Area of Service
The City of Lawrenceville is requesting wrecker services for Light Duty, Medium Duty, and Heavy Duty
within the city limits of Lawrenceville, GA.
N. Collusion/Collusive Proposing
A form of collusive proposing is one in which competing firms collaborate to pre-select the
successful service provider. Contriving providers agree to divide the market, with each vendor
taking a particular contract or portion of a contract. Proposals which appear suspicious will be
reported to the United States Department of Justice, Antitrust Division.
O. Enforcement
The Lawrenceville Police Department shall enforce all state and local laws, rules, ordinances, and
regulations now in effect and revisions that apply.
P. Insurance requirements:

Prior to execution of the contract, and at all times that this contract is in force, the service
provider shall obtain, maintain, and furnish the current certificates of insurance from licensed
companies doing business in the State of Georgia and acceptable to the City per the included
requirements.
Failure to maintain the required insurance coverage throughout the course of the contract period
will be deemed a material breach of the contract and therefore sufficient cause for termination of
the contract at the discretion of the City of Lawrenceville.
Contractor shall provide evidence of insurance for at least the coverage and amounts set forth below.
All insurance shall be maintained in the form and with a company (or companies) satisfactory to the
City of Lawrenceville. The Contractor and their Subcontractor's/vendor's Certificates of Insurance
shall require that the City be notified in writing thirty (30) days prior to cancellation, modification, or
non-renewal of any insurance policy listed on the certificate(s). Upon request, the City will be provided
certified copies of all required insurance policies.

Property Insurance:
The Contractor is fully and solely responsible for any physical loss or damage to all tools, equipment,
construction office trailers and their contents, vehicles or any other personal property utilized in the
performance of the Contractor's work. Contractor agrees to waive its rights of recovery and cause its
insurers, if any, to waive their rights of subrogation against Owner and Company for any such damage
or loss, however caused.
Riggers Liability Insurance:
If any work to be performed involves the rigging, lifting. Lowering or moving of property or equipment,
then those parties performing such work shall carry Rigger's Liability Insurance in an amount adequate
to insure against the physical loss or damage to the property or equipment in its care.
EQUIPMENT SPECIFICATIONS
The Contractor shall own and maintain at all times for the carrying out of this contract the following equipment:
1. One minimum twenty-five (25) ton or larger hydraulic boom wrecker capable of towing large loaded garbage
trucks, or similar vehicles.
2. One minimum 21,000 GVW, ten (10) ton lift and wrench rating or larger single or tandem axle wrecker capable
of towing loaded medium size trucks and tandem axle tractors from the front.
3. Two (2) slide-back wreckers
4. Two (2) wheel lift wreckers
5. Two (2) hook and chain wreckers
6. All tow vehicles must be commercially manufactured and rated by the manufacturer.
7. Each wrecker shall have the following accessories at all times:

a) One (1) snatch block per cable rated for the respective winch.
b) One (1) scotch block rated for the truck.
c) One (1) container for trash.
d) One (1) industrial rated push broom.
e) One 25 lb. bag of oil dry absorbent material.
f) One (1) DOT approved fire extinguisher per unit.
g) One (1) FCC approved two-way radio capable of communicating with wrecker service dispatch or
cell phone.
h) Emergency amber beacons with proper permits.
i) Set of white working lights adjusted to the rear of the wrecker.
j) Set of tools (metric & standard), two (2) lug wrenches, 5/16-3/4, lockout tool, and flashlight.
k) Flat shovel to scoop debris.
8. Any personnel operating vehicles in excess of 26,000 GVW must possess a current and valid Georgia CDL
Driver's License.
BUSINESS REQUIREMENTS
1. Wrecker service office and impound lot must be within 10 miles of the City Limits of Lawrenceville.
2. Wrecker service has been in business in excess of five years.
3. Wrecker service must submit proof of the specifications.
4. Wrecker service must be insured and bonded for all vehicles impounded by the Police Department.
5. Wrecker service must have a designated area for vehicles seized by the Police Department. Wrecker Storage
Yard (Impound Lot) facilities located within the jurisdictional boundaries of the City of Lawrenceville, shall
comply with all development, licensing, permitting and zoning requirements of the City of Lawrenceville. The
Contractor must meet specific guidelines. No vehicle related to asset forfeiture will be at the impound (storage)
yard.
CONTRACTOR REQUIREMENTS
1. The Contractor must maintain a twenty-four-hour wrecker and tow truck service capable of responding to all
calls for service made by the City of Lawrenceville within fifteen (15) minutes on at least ninety percent of the
calls for service made by the City.
2. A City of Lawrenceville contract wrecker tow is a wrecker service call initiated by City of Lawrenceville, which
will sometimes result in a vehicle impound. The basic fee will be charged based on the vehicle class, for the
impound to the contractor's impound lot. Contractor(s) will not be entitled to any payment of fees for the
cancellation of a response to a scene. "Relay Fees" or the transferring of vehicles from the impound lot, shall
correspond to the same charges for the basic service. This includes furnishing of wrecker and car-carrier (skid
truck), and all work necessary to properly hook up a vehicle and tow it to the Contractor's storage, or to any
designated area.
3. A City of Lawrenceville (impound hold) wrecker call generally in conjunction with an arrest, a criminal
investigation, and/or abandoned vehicles will require release from the Lawrenceville Police Department prior to
Contractor releasing the vehicle to the victim/owner. No charges shall accrue during the time the vehicle is on
"impound hold" by the City of Lawrenceville.
4. A private tow is a wrecker service call generally in conjunction with an accident or public request where the
Contractor (s) can release the vehicle to the owner without authorization from Lawrenceville Police Department.
The fees herein are to be paid only after the service has been rendered by the Contractor(s). This includes
furnishing of wrecker and car-carrier (skid truck) and all work necessary to properly hook up a vehicle and tow it
to the Contractor's impound lot, or to an area designated by the owner of the vehicle that falls within 10 miles of
the incident. Merely coming to a scene does not constitute a reason for payment. Payment will be the
responsibility of the owner of the vehicle(s).

5. Nothing in this article shall relieve the contractor of any requirements imposed by the laws of the State of
Georgia or any regulatory agency thereof, or by virtue of any other law with respect to the duties, among others,
to make diligent inquires as to the ownership of vehicles and notification of owners.
6. Contractor shall exercise due care in removal operations and shall follow the direction of the City employee
directing the removal so as to not impede traffic or endanger the general public and property.
7. Contractor shall have the capability of moving all types of motor vehicles including, mini-bikes, motorcycles,
automobiles, trucks, equipment, loaded and unloaded tractor trailers and buses, by such method and manner
as approved by the City. A descriptive listing of current equipment shall be provided to the City prior to the
initiation
of this agreement, and any subsequent change of such equipment capability shall be reported immediately to
the City. City will provide contact information.
8. Contractor shall provide for the cleanup of debris from the accident site, as required by State law. This shall
include the pickup and removal of any broken glass, bent material and other road hazards. This will only be
required when vehicle is actually towed.
9. Contractor shall hold vehicles when specifically directed to do so by the City for evidence, confiscation or
any other purposes permitted by law. Upon the written and signed authorization of the City or a court, the
Contractor shall release any vehicle held as so directed.
10. Contractor must maintain a fenced off, impound area. The impoundment area shall be maintained in the
following manner:
a. The impoundment area shall be enclosed by a fence not less than six (6) feet high with a gate which can
be securely fastened and locked, said fence shall be subject to the approval of the Police Department.
Such impound lot must be lighted, paved, graveled or an equivalent service.
b. The gate to the impound area shall be and remain locked during the hours of darkness except to provide
reasonable ingress and egress in connection with wrecker service operations.
c. The impound area shall be lighted during the hours of darkness in such a manner as to prevent,
discourage, and detect attempts at theft or vandalism. Such lighting shall be in accordance with rules and
regulations to be prescribed by the Police Department.
d. Nothing contained in this agreement shall be construed to prohibit the City from providing for its own
impoundment area for the purpose of storing or holding vehicles for evidence, confiscation or any other
purpose permitted by law.
11. Contractor hereby agrees that all work will be done with Contractor's equipment (or equipment may be
leased) and Contractor's employees. Contractor further agrees that no work on behalf of the City of
Lawrenceville will be done by any other company or non-employees of the Contractor, that is, Contractor will
not contract out any work received from the City of Lawrenceville. Exceptions: When special equipment is
required for the towing of other vehicles requiring special handling equipment, the contractor may utilize a
subcontractor to satisfy the conditions.
12. All employed drivers and operators of wreckers shall have a valid State of Georgia drivers license in their
possession of the class required for the size truck operating and have in his possession all medical and exam
cards required by the State of Georgia.
13. The Contractor must maintain a valid occupational license issued by an entity from within the State of
Georgia.
14. The Contractor must maintain registration with the Georgia Public Service Commission and all State

15. The Contractor must maintain all applicable Federal, State, and City permits and must provide current
copies to the City.
