The purpose of this Request for Proposal (RFP) is to enter an agreement with a qualified Contractor to prepare a five (5) year Tourism Development Plan for the City of Virginia Beach, Convention and Visitors Bureau (CVB). The Tourism Development Plan will assist the CVB in facilitating, guiding, and supporting the economic success of the Virginia Beach tourism industry and contribute to the quality of life of Virginia Beach residents.
