TOS PP-102: Code the Curb DTLA (Implementation & Data Collection)

The LADOT Code the Curb project in Downtown Los Angeles (DTLA) aims to enhance curbside
management through real-time data collection, integration, and dynamic curb utilization strategies. The selected consultant will use camera technology to collect mobility data on curbside events—such as parking, dwell times, and turnover rates—across priority corridors in DTLA. This data will be formatted according to the Curb Data Specification (CDS) standard and integrated into LADOT’s data platform to support a responsive, digital curb management system.

Key tasks include developing a Data Collection and Integration Plan in collaboration with LADOT, setting up and maintaining camera technology, ensuring CDS-format data integration, and supporting the evaluation and reporting needs for the USDOT SMART grant. Additionally, the consultant will create Standard Operating Procedures (SOPs) and a roadmap for scaling the technology citywide. The project will culminate in a series of deliverables, including a final Data Collection and Integration Plan, testing of CDS data integration, and reports to assist LADOT’s program evaluation efforts
