This is a brand name, commercial requirement. Due to the circumstances described herein, the activity
requests authority to acquire Pistol Cordless Nutrunner with accessories such as Battery and Chargers using
Other Than Full and Open Competition (OTF&OC) prescribed by / FAR 13.106-1(b)(1). These tools are
critical tools used during the F-15 Landing Gear Emergency Operational Checkout. They are used to perform
the Tasks Order (TO) outlined in accordance with 1F-15E-2-32JG-00-1. In addition, failure to procure
enough tools to support current workload will lead to delays in technicians will not be able to perform TOs
required to producing aircrafts. These specific tooling are modified in the unique format needed to do this
specific job. It would take an estimated 160 hours to research and find another vendor with this same
capability. That would include having that vendor modify the specific tool and bring it out for testing. This
process would cost an estimated $10,500 in labor and another $7,000 in research and prototype of the tool to
test. Atlas Copco Tools & Assembly LLC is the OEM; do not sell directly to government. In the southeast
US. Atlas Copco designed Southern Tool Services, Inc. (STS) as the authorized distribution for sales. Beau
Sasser, STS Sales Engineer - South Georgia email stated STS “While we are the authorized distribution sales
channel for Atlas Copco in the southeast US, for previous requests we have opted out of quoting the AFB
direct as we are not set up to support directly. All quoting activities and sales have been through resellers”;
Mid - Georgia Industrial Sales, is the reseller. Other companies do sell similar tooling; however, those tools
are not modified for this specific need by the technician's workload on F-15 Landing Gear Emergency
Operational Checkout.
