This Support Equipment is a requirement for the H-1 aircraft at the Organizational level. United Drill Bushing Corporation has been the sole outside manufacturer for the procurement of this asset for at least the last ten years. Imperial Defense Systems Inc. was an active manufacturer in the 1990's, but offered a "no bid" response due to an out of production status at this time. As per information provided by PMA-260s subject matter experts, United Drill Bushing Corporation is the only vendor with the knowledge of the Composite Repair Tool Kit’s included components, tooling, and devices and the only firm with the expertise required to meet quality requirements for structurally sound repair of critical aircraft components. To find another product, at a minimum, with the design and testing that was done, the Government would incur redundant engineering in the amount of approximately $38,934 in FY01 dollars if the testing and associated data were procured from an alternate source. The process required to obtain an alternate asset is cost-prohibitive and would force the FMS Partner to utilize an asset that is not supported, compatible or interchangeable with the USN-approved configuration. Hence, the FMS partner would forfeit the fundamental benefits granted per the signed Letter of Acceptance (LOA). United Drill Bushing Corporation (CAGE: 52369) has been identified as the only active vendor that can fulfill the procurement requirements.
