The U.S. Army Corps of Engineers Portland District intends to issue an Invitation for Bids (IFB) No. W9127N23B0008 for Tongue Point Access Channel Maintenance Dredging 2023. The dredging project includes mandatory work at Tongue Point, Cathlamet Bay, Astoria, Oregon.

Mechanical dredging is required by this contract. Material placement will be in a designated ocean disposal site. Approximately 620,000 cubic yards will be dredged as mandatory line items depending on project needs and funding availability. The overall period of performance will be from 1 August 2023 through 15 December 2023 for physical completion of all work to include all options. USACE intends to host a meeting on 01 May 2023 to openly share information and discuss the project and assumptions prior to the solicitation being issued. The forthcoming solicitation is subject to the availability of funds.

The solicitation will be available for download on or about 12 May 2023 with bids due 30 days after advertisement.

This procurement is anticipated to be solicited as a Small Business Set Aside. The NAICS code for this procurement is 237990. The small business size standard is $37 million. The magnitude of construction is $5,000,000 to $10,000,000.

A pre-solicitation conference is scheduled for 01 May 2023 at 11:00 am Pacific Time via Webex teleconference.
