ADDENDUM #5 - BID NO. 20260369 – TOM ADAMS BRIDGE STRUCTURAL REPAIRS

Bidders are hereby notified that this Addendum shall be made a part of the documents. The intent is to add to, modify, or
clarify the documents. Should any of these items have an effect on price, such changes shall be included in the price bid.
These items have the same force and effect as if contained in the original.
ITEM 1:
QUESTION/ANSWER
Q1. Per As-builts, Genset being replaced was relocated to Tender House when built. Can we find out what
brand/model number that genset is?
A1. The engine is a John Deere Model 4045HF285H,I,J Power: 94-118 kW @ 1800 RPM. The Alternator was manufactured
by Baldor. Pictures are available, if needed.
Q2. For Amendment #4, A1: We still have some concerns about the “LS” pay item. Usually, this pay item is built
in “Linear Feet”. Please note some of the factors we are looking for:
PILE JACKETS:
• TYPE (structural, non-structural, cathodic)
• OLD PILE JACKET REMOVAL: There is mention that there may be existing jackets on these piles. We don’t
know which ones need to be removed, or not.
• Annulus space: EORs usually determine the space of concrete filler between the existing and the new
fiberglass jacket. This can change the size of the new pile jacket and change the quantity of concrete fill.
• Number of Piles that need jackets. Although traditionally this is measured in vertical “linear feet” per pile,
we also need to determine how many of the 68 piles will need new pile jackets, etc.
• CATHODIC PILE JACKETS vs NON-CATHODIC PILE JACKETS - Cathodic pile jackets usually include some
sort of sacrificial zinc mesh, and/or anode. It also requires an Engineer to check if the system is working
properly in the field once installed.
• Pile jackets usually extend past any visual spall/cracks in the pile which could be beyond the marine growth
in either direction of the pile.
These are all factors above that will make it very hard for us to bid this bid item against our competitors, as nobody
knows exactly the true LF, count, existing pile jackets that need to be removed, and how many piles need pile
jackets.
Here are some examples of FDOT Pay Items regarding jackets for examples:
• 4572121: Cathodic PROTECTION INTERGRAL PILE JACKET, NON-STRUCTRUAL, 16.1-30” GALVANIC
SYSTEM in LF.
• 457112: STANDARD INTEGRAL PILE JACKET, NON-STRUCTURAL, 16.1 to 30” in LF.
• 457122: STANDARD INTEGRAL PILE JACKET, STRUCTURAL, 16.1 to 30” in LF.
Maybe this feedback can help develop a way that us and our competitors can quote apples to apples?
A2. Answers are below:
• TYPE is cathodic.
• OLD PILE JACKET REMOVAL - All 68 piles have cathodic jackets, refer to 2024 Underwater Inspection Report
for details of deficiencies.
• Annulus space - N/A
• Number of Piles that need jackets - Refer to 2024 Underwater Inspection Report for details of deficiencies.
Confirm with inspection per Scope Item 14.
• CATHODIC PILE JACKETS - Correct, anode to be inspected during underwater inspection per Scope Item 14.
• Pile jackets usually extend past any visual spall/cracks in the pile which could be beyond the marine growth in
either direction of the pile. - Per 2024 Underwater Inspection Report, pile jackets extend 12”-24” below marine
growth.
• Refer to scope item 14 on plan sheet B1-07 for work related to pay item 457-70-99, which includes performing
underwater inspection of all pile jackets including cathodic protection system, providing report including estimated
remaining amount of anode and design and repair pile jacket deficiencies. Refer to 2024 Underwater Inspection
Report for details of deficiencies.
Q3. For Amendment #4, A2: Please clarify, as the recommendation is a color, as opposed to a specific product.
A3. For Pay Item 400-150, Cleaning and Sealing Existing Concrete Surface, recommended product to be used is Tex-Cote
Anti-Graffiti Coating – Graffiti Guard IV Low Luster Pigmented.
Q4. We are hoping to be able to visit the tender house, so we can go inside and visually inspect the conditions and
the existing generator, existing exhaust system, etc. Please advise if this is possible?
A4. No, this will not be possible.
Q5. Per the Spec’s TS-15 “fuel tank shall be sized to provide 48 hours of run time at full (rated) load.” Is that based
on the generator having to run non-stop for 48-hours? If so, that would mean that this size generator would require
a 500-gallon fuel tank. What size of tank is currently in place?
A5. A diesel fuel tank size of 300 gallons is sufficient.
Q6. On Sheets B1-07 and B1-20, it mentions an Underwater 2024 report. Can you make this item available?
A6. After further consideration, the 6-page Underwater 2024 report is attached.
Q7. Should the generator be black iron or cast-iron pipe?
A7. Use black iron pipe to match existing condition.
Q8. On Sheet B-1-20, regarding navigational lights, is it just 2 lights or all 6?
A8. 2 lights, for locations please refer to plan sheet B1-20.
Q9. Are there set times or set days for lane closures?
A9. No. This can be discussed during the Pre-Con meeting.
ITEM 2:
DELETION/ADDITION:
DELETE: Please delete SP-10 LIQUIDATED DAMAGES, on pages 23-24 from bid package.
ADDITION: Please add the following in its place:
SP-10 LIQUIDATED DAMAGES: The work shall be completed in 120 calendar days. The contract time shall include the
preparation, submittal, review and approval of submittals, delivery of components and materials, construction, erection,
assembly, adjustment, and placement into service for beneficial use of all facilities covered under this contract.
Charlotte County shall issue a Notice of Substantial Completion to the Contractor when it has determined that the work
identified in the Contract has been substantially completed and that the facility is operating satisfactorily. Charlotte County
shall provide the Contractor with a punch list within 14 calendar days after the Notice of Substantial Completion is issued.
The punch list will identify the remaining items that must be addressed to the satisfaction of Charlotte County by the
Contractor to meet his obligations under the Contract. The Contractor shall complete the items on the punch list to the
satisfaction of Charlotte County within 30 additional calendar days of the issuance of the Final Punch List or Notice of
Substantial Completion whichever is later and prior to the submittal of the application for final payment. Any costs incurred
by the County (i.e. inspection time) after the 30- calendar day period shall be charged to the Contractor.
The County and the Contractor hereby agree that time is of the essence on this Contract and the County will suffer damages
if the work is not substantially completed within the Contract Time, plus any extensions thereof allowed by Change Order.
The County and the Contractor agree that the damages arising out of the breach will include those damages sustained by
Charlotte County, its citizens, and the traveling public. The County and Contractor agree that damages arising from the
specified breach will be difficult if not impossible to estimate accurately. The County and Contractor agree that the damages
shall be substantially similar to those damages calculated by the Florida Department of Transportation ("FDOT") pursuant
to Florida Statute Section 337 .18 in determining its liquidated damages schedule for projects of similar contract amounts.
As such, The County and the Contractor agree that this contract shall adopt FDOT's "Daily Charge per Calendar Day amount
of $1,690, as the daily liquidated damage amount should the Project not be substantially completed within the Contract
time. The County and the Contractor further agree that this amount is a reasonable daily amount reflecting default damages
to the County and its citizens should the work not be substantially completed within the Contract time. Further, the County
and the Contractor agree that the liquidated damages amount listed in this section is intended strictly as compensation for
damages and not as a penalty to secure performance. The County reserves the right to withhold the total amount of the
liquidated damages from any payment should the total amount of the liquidated damages exceed the total amount of
retainage at any time.
This addendum is binding and is to be considered as if contained within the original bid documents of Bid No. 20260369.
Bidders are required to acknowledge receipt of this addendum on their bid forms.
