INTRODUCTION
The Kent County Purchasing Division is soliciting proposals for 2-ply toilet tissue for the Kent County
Correctional Facility located at 703 Ball Ave NE, Grand Rapids MI 49503.
SPECIFICATIONS
Projected quantity needed: 1,300 cases of toilet tissue for a year (based on historical purchases)
* See Exhibit A attached for specification of toilet tissue desired and biodegradable standards
* 2-Ply toilet tissue (Equivalent alternates accepted)
* MUST be at least 1000 500 sheets or more per roll
* 96 rolls/case at 1000 500 sheets/roll. If there are more than 1000 500 sheets/roll, the roll count
would go down per case
Price to be held for a (1) one-year period. Additional supply should be readily available at the price
quoted. Delivery of 25 cases per week on Monday or Tuesday between 7:30am & 3:00pm. FOB
delivered. Freight Prepaid to the Correctional Facility. Kent County has the right to adjust quantities
throughout the contract.
The Respondent must be able to demonstrate delivery of quantities sufficient to demands and supply
shortages. If Respondent is unable to provide the product, an alternate comparable pre-approved
supply must be provided at the same price.
Respondent will need to state the brand of toilet tissue, sheets per roll, and rolls per case when
submitting a response and include a specification sheet. Kent County may require samples to verify
product quality prior to award. Kent County reserves the right to reject proposed product at its sole

discretion. Winning bidder must submit direct contact information to handle delivery, quality, or other
issues as they arise.
Kent County will award and contract for the goods and services in this Solicitation in an efficient and
timely manner. In no event will notification of award be more than 45 days from the date of submission.
The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County
Purchasing Division website are incorporated by reference and shall be deemed to have the same force
and effect as if fully set forth herein.
INQUIRIES
Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division
Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the
right to determine the response format or not respond, at its sole discretion.
REFERENCES
Provide 3 references of current/past customers who can verify the quality of products and/or services of
similar size and scope your company provides. References may not include any current/past Kent County
employees.
REQUEST FOR PROPOSAL SUBMISSION
Complete submissions must be received in the Kent County Purchasing Division on or before the due
date/time specified by the designated clock (local time). Late, faxed, or emailed submissions will NOT be
considered.
Submissions may be submitted electronically on the Bid Opportunities page of the Kent County
Purchasing Division's website. Respondent must include a complete proposal as 1 non-password
protected PDF document.
Toilet tissue specification sheet
The time required to upload a submission may vary. Respondent assumes all risks associated with
electronic submission, including technological difficulties, and deems the County and its service provider
harmless and without fault. Successful electronic submissions are confirmed via Respondent's email.
Respondent shall view the link in the confirmation email to determine accuracy prior to due date/time.
Submissions may only be withdrawn by written request if the request is received before the due
date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy - Centralized
Purchasing 5(i)(2).
