Procurement, Preventive Maintenance, and Repair.
PART I – ADMINISTRATIVE AND GENERAL INFORMATION
1.1 Background, Goals and Objectives
Jefferson Parish seeks proposals from qualified firms to provide management, support,
maintenance, service, system enhancements, and equipment procurement for all aspects
and components of the Parish's Motorola P25 800 MHz radio system and subscriber units.
The Parish operates a 16-channel, two-site simulcast Project 25 system with nearly 750
active subscriber units serving both public safety and non-public safety agencies. This
system serves as the primary communications platform for the daily operations of non-public
safety departments and serves as a backup system for emergency responders. As a coastal
community, Jefferson Parish is vulnerable to natural disasters, making continuous, reliable
radio system performance essential.
The Parish requires a vendor capable of delivering comprehensive services in three key
areas:
1. Radio System Support, Maintenance & Management – preventative maintenance,
monitoring, repair, system enhancements, and technical support.
2. Subscriber Unit Support – maintenance, installation, programming, and repair of
mobile and portable radios, consoles, and fire station alerting solutions.
3. Procurement Services – acquisition of subscriber units, accessories, infrastructure
components (Motorola APC catalog items and non-Motorola branded items as
needed), and related software, to include software subscriptions.
Additional expectations include:
• As needed, Special Projects, such as emergency replacement parts, emergency
response, reports/records, FCC licensing assistance, installation/removals, annual
evaluations, tower inspections, and support for system upgrades.
1.2 Purpose
The purpose of this Request for Proposal (RFP) is to obtain competitive proposals as
allowed by Code of Ordinances, Parish of Jefferson, State of Louisiana (hereinafter “JPCO”)
Section 2-895 from bona fide, qualified Proposers who are interested in providing Scope of
Work as defined in Part II hereof. By submitting a proposal, Proposer agrees to comply with
all provisions of Louisiana law as well as compliance with the Jefferson Parish Code of
Ordinances, Louisiana Code of Ethics, and applicable Jefferson Parish ethical standards.

1.7 Scope of Work/Services
System Maintenance & Support
• Annual Preventive Maintenance Inspections (PMI) of system infrastructure.
• Regularly scheduled site inspections, alarm monitoring, system backups, and
reporting.
• Support for dispatch consoles, logging equipment, telephone interconnect,
microwave links, Ethernet connections, network equipment, firewalls, and other
pertinent infrastructure equipment, which shall include software updates and
patching per manufacturer guidelines.
Subscriber Unit Services
• PMI for all Parish subscriber units.
• Testing and alignment per FCC and manufacturer standards.
• Repair, alignment, and reporting for each serviced unit.
• Motorola Depot repair services
Installation Services
• Installations of mobile radios, data terminals, and related equipment in vehicles and
facilities, including fire station alerting solutions.
• Compliance with Motorola standards (R56 and fixed network quality standards).
• Warranty of installations
Procurement of Equipment
• Provision of Motorola APC catalog items and accessories at a discounted
percentage off the list price. At a minimum, this equipment shall include

• OEM accessories, including antennas, chargers, batteries, cases,
microphones, and cables.
