Summary
Escambia County Waste Services Department located at 13009 Beulah Road Cantonment, FL is seeking proposals from qualified engineering firms to provide title V compliance reporting, landfill gas system designs, and provide guidance and perform limited construction and maintenance activities. The contract resulting from this solicitation shall commence effective upon execution by both parties and extend for a period of Thirty-Six (36) months. The contract may be renewed for two (2) additional twelve (12) month periods, up to a maximum Sixty (60) months total upon mutual agreement of both parties. This will be awarded to only one vendor.
Background
The Florida Department of Environmental Protection (FDEP) Air Operations Permit (0330246-013-AV) and Air Construction Permit (0330246-014-AC) require Perdido Landfill to operate and maintain the gas collection and control system (GCCS) in compliance with 40 CFR 60 New Source Performance Standards Subpart WWW and Subpart XXX. In addition, the facility is subject to 40 CFR 63 Subpart AAAA, National Emission Standards for Hazardous Air Pollutants: Municipal Solid Waste Landfills. Collected landfill gas is sent to a landfill gas-to-energy (LFGTE) facility owned and operated by Florida Power & Light (FPL) (formerly Gulf Power). Surplus gas is sent to the blower flare station using a non-assisted, open-utility flare. Currently, GCCS is operated by Escambia County Solid Waste Staff. As the available air space is reduced, conflicts between landfilling operations and maintenance of the GCCS will increase. Close coordination will be required to prevent interruptions of GCCS.
