Competitive Best Value Bid: Fresh Produce (Fruits & Vegetables)
A. SCOPE OF SOLICITATION
The purpose of this Competitive Best Value Bid (CBVB) is to allow factors other than price to
be considered in the determination of award to provide and supply Fresh Produce and delivery
for the USDA School Breakfast, School Lunch. Afternoon Snack, Summer Feeding Program,
and (Child and Adult Care Food Program) CACFP Supper Program. The evaluation criterion
is set forth in this section VI Award.
MAXIMUM CONTRACT PERIOD – ESTIMATED: ( Multi-Term Contract) Start date:
February 1, 2026, End Date: January 31, 2027. The initial term is one year with four one-year
optional annual renewals. Dates provided are estimates only. Any resulting contract will begin
on the date specified in the notice of award. See clause entitled “Term of Contract - Effective
Date/Initial Contract Period”.
GENERAL INFORMATION:
Richland County School District One. Ideally located in the center of Palmetto State and just
a short drive from the mountains and the beaches, Richland One is great place to learn, live,
work and play. Our District covers 482 square miles and encompasses urban, suburban and
rural neighborhoods in Columbia, South Carolina’s capital city. With more than 21,000
students enrolled, Richland One is the state’s sixth-largest school district.
Recognizing that our students learn in different ways and have different interests, we offer an
exciting and challenging array of educational opportunities that include Montessori programs,
International Baccalaureate programs, visual and performing arts, foreign language, advanced
academic programs, robotics and aerospace education. Many of our programs serve as

Information about the Richland School District One Student Nutrition Department
Richland School District One is centrally located in Richland County and has a central kitchen
and warehouse facility within the city limits of the county. The Nutrition budget for fresh
produce typically exceeds $1,200,000 yearly. The District intends to use the contract for the
USDA School Breakfast, National School Lunch, Afterschool Snack, the Child and Adult Care
Food Program and the Summer Food Service Programs. The District serves an average of
9,600 students daily for breakfast, 15,500 students daily for lunch and approximately 2, 000
students for snacks and supper. The District has a seamless summer program that serves an
average of 178,000 meals.
II. INSTRUCTIONS TO CONTRACTORS – A. GENERAL INSTRUCTIONS
DEFINITIONS, CAPITALIZATION, AND HEADINGS CLAUSE HEADINGS USED IN THIS
SOLICITATION ARE FOR CONVENIENCE ONLY AND WILL NOT BE USED TO
CONSTRUE MEANING OR INTENT. EVEN IF NOT CAPITALIZED, THE FOLLOWING
DEFINITIONS APPLY TO ALL PARTS OF THE SOLICITATION, UNLESS EXPRESSLY
PROVIDED OTHERWISE.
AMENDMENT means a document issued to supplement the original solicitation document.
AUTHORITY means the Richland County School District One Board of School Commissioners
and its successors in interest.
BUSINESS means any corporation, partnership, individual, sole proprietorship, joint stock
company, joint venture, or any other legal entity.
CHANGE ORDER means any written alteration in specifications, delivery point, rate of
delivery, period of performance, price, quantity, or other provisions of any contract
accomplished by mutual agreement of the parties to the contract.
CONTRACT means all types of Richland County School District One’s agreements,
regardless of what they may be called, for the procurement or disposal of supplies, services,
equipment or construction.
CONTRACT MODIFICATION means a written order signed by the Procurement Officer,
directing the contractor to make changes which the clause of the contract TITLED “Changes,
“if included herein, authorizes the Procurement Officer to order without the consent of the
contractor.
CONTRACTOR means the Contractor receiving an award as a result of this solicitation.
COVER PAGE means the top page of the original solicitation on which the solicitation is
identified by number. Contractors are cautioned that amendments may modify information
provided on the Cover Page. DISTRICT means Richland County School District One.
OFFER means the bid, quote or proposal submitted in response to
this solicitation. The terms Bid and Proposal are used interchangeably with the term Offer.
OFFEROR/CONTRACTOR means the single legal entity submitting the offer. The term Bidder
is used interchangeably with the term Offeror/Contractor. See bidding provisions entitled
Signing Your Offer and Bid/Proposal As Offer To Contract.
