The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for Title IV-E Eligibility and Related Services. The title IV-E program is a federally funded program providing states with the ability to claim federal funds for reimbursable children in out-of-home care who meet specific eligibility requirements. The process of determining a child’s title IV-E eligibility is complex, including many program areas. Without an efficient and streamlined title IV-E eligibility process, many child welfare programs throughout Wisconsin would suffer from a reduction of available funds.
The purpose of this Request for Proposal (RFP) is to provide interested parties with information to enable them to prepare and submit a proposal for the services necessary to: • Perform title IV-E eligibility recommendation services for foster care, Adoption Assistance (AA) and Subsidized Guardianship (SG) programs. • Perform licensing and caregiver background check verification, audit support and data entry into the eWiSACWIS system. • Provide Supplemental Security Income (SSI) advocacy services for children in court ordered out of home care. • Provide oversight of Child Support Trust Funds for children in out of home care. • Provide administrative support services to Child Welfare, Adoption Assistance, and Interstate Compact for the Placement of Children programs. The State as represented by the Wisconsin Department of Children and Families (DCF) intends to use the results of this RFP to award a single contract for Title IV-E Eligibility and Related Services. Questions should be submitted as described in the RFP Document section 1.8. Do not submit questions through eSupplier. |
