Title and Escrow Services

The City of Phoenix invites sealed offers for Title and Escrow Services for a five-year contract commencing on or about December 1, 2026 , in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later.

Notwithstanding the foregoing, this Agreement will terminate upon the earliest occurrence: by reaching the end of the term including any extensions exercised, or termination pursuant to the provisions of this Agreement.

The City of Phoenix acquires, coveys, and disposes of property rights for City departments including the Water Services, Street Transportation, Fire, Neighborhood Services, Parks and Recreation, Public Transit and Aviation Departments. The City of Phoenix seeks proposals from qualified firms to meet the following requirements:

1. Provide Title and Escrow Services for Citywide real estate related projects.
2. Support the City in processing an estimated annual average of 1100 title reports, 500 escrow transactions, and 350 title insurance policies.
3. Identify and recommend strategies to ensure smooth and secure real estate transactions for the City while protecting the interests of both buyers and sellers from legal or ownership disputes.
