The City of Fruita is accepting Sealed Bids for the Cottonwoods Detention Facility & The Compton Drain Project. The Project starts on the west side of Fremont Street where the Compton Drain flows through a box culvert under Fremont Street. This is in an area comprised of Private Property and Easements (improved area) with a detention area and an open ditch.  The area also has a 15” HDPE Pipe that runs west along the area for approximately one 1,200 feet in the Compton Ditch to a 36 foot culvert before it enters an underground system.  There is one manhole installed 500 feet west of Fremont Street at a trail crossing.  Next to the manhole there is also a 36 foot culvert.

The general Scope of Work for the Cottonwood Detention Facility & Compton Drain will include but may not be limited to the following:

  • Removal and Disposal of all material obstructing the flow of the drain in the detention area as well as in the open Compton ditch.
  • Jetting and Cleaning 1,200 LF of 15” HDPE Pipe
  • Exposing and Cleaning +/- 13 Pipe Inlets & Grates
  • Cleaning 36” Concrete Manhole.
  • Clearing and Cleaning of +/-80’ of 36” Culvert.
  • Rechanneling of the facility.
  • Refurbish/Rebuild Pedestrian-Bike Paths Damaged by Erosion and/or Construction.
  • Replace property damaged during construction, i.e., Landscaping, Irrigation, Fences, etc.
  • Install Rip/Rap Erosion control around the east pipe inlet.
  • Stormwater Management/Erosion Control

Dewatering will be the Contractor’s responsibility.
Permission or Permitting from the Grand Valley Drainage District will be the Contractor’s responsibility.
Access to the Private Property will be obtained by the Project Manager for the City of Fruita.

Final Project completion is scheduled before March 20, 2025, including all area refurbishment.

A non-mandatory, pre-bid meeting with prospective Bidders will be held on Thursday, January 16, 2025, at 2:00 PM located at the corner of Fremont Street and Windsor Park Drive. All questions from prospective Bidders regarding the Project and requiring a response prior to opening of bidding must be submitted to City in writing prior to 3:00 PM on Monday, January 20, 2025. If necessary, all Addenda responding to Project questions and providing necessary clarifications will be issued by 4:00 PM on Wednesday, January 22, 2025.

Bids must be submitted in accordance with the foregoing and received by City on or before 2:30 PM on Monday, January 27, 2025, to be considered. The Sealed Bids must be submitted to City either electronically, through Bidnet Direct’s Rocky Mountain E-Purchasing System (“RMEPS”), accessible at https://www.bidnetdirect.com/colorado , or by mail or hand-delivery addressed to the Fruita Civic Center, 325 E. Aspen Avenue, Fruita, Colorado 81521. City does not have access to or control over the vendor side of RMEPS, and City makes no representation or warranty concerning the operability or accessibility of RMEPS. Sealed bids may also be handed in at the main administrative counter or mailed in the Fruita Civic Center, 325 E. Aspen Avenue, Fruita, CO 81521 no later than the submission deadline. It is the sole responsibility of the bidder to see that the quotation is received before the submission deadline. The bidder shall bear all risks associated with delays in the U.S. mail or delivery service.
