Scope of Work
U.S. Army Corps of Engineers, St. Paul District
1. GENERAL DESCRIPTION
The Operations Section of the US Army Corps of Engineers, St Paul District is solicitating a small quantity of finished structural-grade Douglas Fir timbers for use on the Upper Mississippi River Locks and Dams. Quantity is for thirty (30) 11.5” x 11.5” x 14’ 2”, four (4) 11.5” x 11.5” x 13’ 10” and two 11.5” x 11.5” x 18’4” delivered to Lock and Dam 5A in Fountain City, WI. Delivery is NLT April 1, 2025.
2. SPECIFICATIONS:
A. Timbers:
- West Coast Douglas Fir Select Structural
- Minimum 1,550 PSI
- Al defects such as knots, shakes, checks or splits shall conform to current WCLB grading rules, Section 201 and 202.
- Must meet AASHTO M133.
- Incise the wood to allow for proper penetration of the preservative.
- Sizes:
- 11.5” x 11.5” x 14’ 2” – Qty 30
- 11.5” x 11.5” x 13’ 10” – Qty 4
- 11.5” x 11.5” x 18’ 4” – Qty 2
- Include 1” bored holes per drawing.
- Bored holes must be plumb and drilled prior to applying preservative.
B. Preservative:
- Copper Naphthenate, or equivalent.
- Chromated zinc chlorides, pentachlorophenol-ammoniacal systems, creosote and alkyl ammonium compounds will not be allowed. Include the manufacturers SDS for the exact treatment used.
- Must be applied after all finishing, boring and sawing.
- Copper Naphthenate shall conform to the current AWPA P36 standard for Copper Naphthenate (CUN) and standard for hydrocarbon solvent, Type A
C. Packaging:
- Hammer, heat brand, dye stamp or metal tag the treated material, marking the species commercial grade and type of treatment.
- Bundles shall be banded together and blocked underneath.
- Each piece of treated lumber or timber shall be branded, by the producer, in accordance with AWPA M6. Contractor shall be responsible for the quality of treated wood products. Please include the SDS (Safety Data Sheet) for the pressure treatment that is used.
4. DELIVERY AND POINT-OF-CONTACT
These units must be delivered no later than April 1st, 2025. The quoted price shall be FOB: Destination, with the Contractor responsible for all packaging, shipping and handling costs. Delivery shall be coordinated during regular business hours, Monday through Friday from 08:00 to 16:00. No deliveries will be accepted on weekends or federal holidays.
