Overview
Summary

The Project is intended to:

  • Meet ticket counter growth requirements
  • Provide an optimum level of service for airlines and passengers through sufficient queuing and circulation
  • Explore and allow flexibility in implementing innovative technologies
  • Coordinate with other ongoing major capital development projects, including the Airside D project and the Centralized Checked Baggage Security Screening project
  • Relocate airlines on the ticket level as necessary to be aligned with the anticipated December 2028 opening of Airside D

The Project scope will be based on the recommendations from the PDD and will generally consider the scope elements outlined below:

  • Renovate existing interior ticket level to include new flooring, ceilings, lighting, ticket counters, etc.
  • Construct new baggage belts behind new ticket counters and reuse existing baggage induction points, where applicable
  • Construct new baggage induction points, where applicable
  • Construct baggage handling system modifications for interfaces with the ongoing Centralized Checked Baggage Security Screening project
  • Replace curtain wall along curbside
  • Relocate USO and information desk
  • Incorporate technologies to enhance passenger flow such as LiDAR, etc.
  • Incorporate self-service bag drop positions
  • Evaluate and update existing wayfinding, as applicable
  • Expand ticket level into the existing valet area
  • Conduct curbside traffic analysis for changes to the curbside (including curbside bag check)
  • Evaluate and repair existing building expansion joints
  • Expand ticket level into the west quad deck for consolidating airline ticket offices, restrooms, and oversized baggage
  • Explore the use of standardized counters, bag drop, re-pack desk, kiosks, and digital display screen options that will allow for easier moves and flexibility to accommodate new airlines in the future
  • A complete evaluation of the HVAC system’s efficacy, considering both the new layout and existing deficiencies
  • Design for improved line-of-sight and navigability for passengers as they traverse the ticketing level to different airline counters and/or common self-drop locations
  • Verify the structural integrity of existing infrastructure at the tie-in and expansion locations
  • Verify capacity and ability to reuse/tie into existing systems and infrastructure
  • Conduct passenger processing and throughput simulations
  • Conduct site verification of all major pre-existing condition assumptions during the design phase
  • Other related Project elements as required

The self-service bag drop and baggage handling system vendors/manufacturers will be determined during the design phase of the Project. Respondents should not include any proposals, quotes, or information specific to self-service bag drop and baggage handling system vendors/manufacturers in their Response to this Solicitation.

The Respondent should not submit a schedule as part of their Response to this Solicitation. The design and construction schedule will be coordinated with the selected Respondent during negotiations of the Part 1 Contract.

Background

The 2022 TPA Master Plan Update (MPU) identified operational deficiencies within the existing ticketing level consisting generally of a shortage of ticketing and bag drop positions, insufficient queuing depth, and insufficient passenger circulation width. The MPU recommended a concept to improve the ticketing level by expanding and optimizing to meet the growth requirements and to correct the operational deficiencies. The MPU was advanced pursuant to the attached Exhibit A, MTC Ticketing Area Expansion and Optimization Project Definition Document (PDD), July 30, 2025, which validated and refined the MPU concept through analysis of peer airports, review of industry trends, and an iterative refinement process with Authority and airline representatives.
