Through Wall Heat Pump Demonstration Program

Description of goods to services to be bid:

New York State Energy Research and Development Authority (“NYSERDA”) is accepting applications from multifamily building owners, managers, or operators for their buildings to become Qualified Demonstration Sites for the Clean Heat for All: Packaged Terminal Heat Pump Program (hereafter referred to as “Clean Heat for All” or the “Program”). This RFQL is intended to qualify multifamily buildings of at least (5) apartment units located in New York State, with existing through-wall openings suitable for Packaged Terminal Heat Pump (PTHP) installation, who can host a demonstration project with a manufacturer awarded under PON 5907 by the 2026 Heating Season (December 2026).

Eligibility/Qualifications Requirements/Preferences:

Minimum Demonstration Site Criteria :
- Multifamily or Mixed-Use buildings in New York State with 5 or more permanently occupied dwelling units
- Through-wall openings suitable for PTHP installation
-Must meet the dimension constraints defined in either Category 1, 2, or 3 of PON 5907.
-Available for field demonstration projects to begin no later than Winter (December) 2026
- For dwellings that meet NYSERDA’s definition of Affordable Housing, the implementation of a PTHP demonstration will not result in the shifting of heating costs from landlord to tenant
-If field demonstration will result in heating cost shifting, please outline your plan to offset this cost shift for affected tenants.
