Three-Year Contract for Demolition and Associated Services
Section 1.0 - Scope:
We extend this bid to provide all labor, materials, and all other incidentals necessary to provide
a three (3) year contract for demolition and associated services. (Parish-wide)
Section 2.0 - License Requirements:
License(s) issued by the Louisiana State Licensing Board for Contractors in accordance with
existing state laws, and shall comply with the Licensing Requirements of LRS 37:2150 et. Seq.
and such license number must be entered in the appropriate field in the electronic
procurement system. Failure to comply will cause the bid to be rejected.
Building Construction
And/or
Specialty license in Rigging, House Moving, Wrecking, and Dismantling
And/or
Asbestos Removal and Abatement
Section 3.0 – Bonds:
Surety Bond: An Electronic Bid Bond in the amount of 5% of the total bid will be
required with bid submission. The vendor shall indicate the electronic bid bond number
in the location specified on the electronic bid envelope. No scanned paper copies of any
bid bond will be accepted as part of the electronic bid submission.
Performance Bond: A Performance Bond of 50% of the total contract price will be
required. The performance bond shall be produced upon contract execution.
Payment Bond: A Payment Bond of 50% of the total contract price will be required. The
payment bond shall be produced upon contract execution.
Section 4.0 – Contractor’s Pollution:
If the project involves pollutants of any kind, in any manner, including cleanup, this section
applies:
Covering losses caused by pollution conditions that arise from the operations of
CONTRACTOR.
Minimum acceptable limits: $1,000,000 per incident; and $2,000,000 aggregate.
Broad Form Named Insured endorsement.
Fines, penalties and punitive damages to be included.
Clean up costs to be included.
Additional Insured endorsement in favor of Parish of Jefferson, its Districts,
Departments, Agencies and Employees under the direction of the Parish President and
the Parish Council, and should stipulate that the insurance afforded CONTRACTOR shall
be primary insurance and that any insurance carried by the Owner shall be excess and
not contributing insurance.

Section 4.0 – Contractor’s Pollution: continued
A Waiver of Transfer of Rights of Recovery Against Others to Us endorsement in favor of
Parish of Jefferson, its Districts, Departments, Agencies and Employees under the
direction of the Parish President and the Parish Council.
If claims-made coverage is accepted, the retroactive date, if any, must precede the
commencement of the performance of the Contract.
Any retrospective date applicable to coverage will be maintained or an extended
discovery period will be exercised for a period of three (3) years, beginning when this
Contract is completed or terminated.
Section 5.0 - Bid Specifications:
The requesting department will issue a purchase order for each project.
Section 5.1 Performance Requirements:
The successful bidder shall provide all labor, materials, equipment, crews, and supplies to
perform the following:
Obtain all required permits and approvals from the Parish or any other regulatory
agencies.
Responsible for ensuring that all DEQ requirements/regulations for asbestos removal
and disposal are met for commercial properties under this contract. Without exception,
if applicable, the successful bidder and sub-contractor shall comply with all local, state,
and federal regulations during the performance of this contract, including but not
limited to compliance with all rules about asbestos demolition, removal, and disposal.
Furthermore, the successful bidders must meet all legal requirements, including licenses
and permits, safety and the environment, and the disposal of hazardous and potentially
hazardous materials. (Attachment “A”).
Successful bidder must coordinate with the requesting department to ensure efficient,
effective, and cost-effective project completion and to minimize any adverse impact on
neighboring properties. The successful bidder must maintain a clear line of
communication with Jefferson Parish for issues arising from this contract.
Mobilization and demobilization charges are not allowed during the performance of this
proposed contract.
Maintain project progress records and provide them to the requesting department.
Must have sufficient equipment to perform Parish work and meet Parish demands at all
times.
Must maintain safe working conditions by installing, operating, preserving, and
protecting the project in a manner that will be safe, non-hazardous, sanitary, and
protective of persons and property. The successful bidder shall provide all necessary
barricades and signs and take all the precautions required to protect buildings, property,
personnel, and the public. The successful bidder shall arrange traffic needs through the
Jefferson Parish Sheriff’s Office.
Successful bidder must execute daily cleaning procedures to ensure that buildings,
grounds, and public properties are maintained free from accumulations of waste

materials and rubbish and shall promptly remove and dispose of all debris that may
result from services under a contract.
The successful bidder shall remedy any damage caused by the successful bidder to
public or private property at the successful bidder’s cost to the satisfaction of the Parish.
Repairs to public property shall be by current Parish standards, i.e., cracked or broken
edges must be saw cut and squared off before new concrete installation.
For all jobs involving the removal of RACM (the demolition of a structure as regulated
asbestos-containing material due to it being regulated under IAC 33:III.5151 but it is
structurally unsound and cannot be abated), the successful bidder SHALL submit the
receipt of proper disposal of said material to a site approved for RACM debris.
Louisiana One Call for Emergency and Expedited Demolitions – A representative of
Louisiana One Call has been contacted about emergency and expedited demolitions that
must be completed within a 36 to 48-hour time frame; the representative stated that
the successful bidder must leave a recorded statement justifying the emergency. In this
instance, the Department of Inspection and Code can determine that a building or
structure poses an imminent threat or danger to life, health, or property and requires
immediate action. This can be done by dialing 811.
Section 6.0 - Special Instructions:
The successful bidder shall maintain an adequate number of trained personnel in the
metropolitan area of Jefferson Parish at all times to perform demolition and associated services
work. The contractor can only subcontract work with prior authorization from the Department
of General Services.
Section 7.0 – Permits:
Bidder shall obtain any permits required by the Jefferson Parish Department of Inspection and
Code Enforcement and any municipality where work is performed.
The bidder shall be responsible for the payment of these permits. All permits must be obtained
before the start of any project requiring permits.
Section 8.0 – Start of Work Conference and Notice to Proceed:
A “Start of Work Conference” shall be held between the successful bidder and the owner
before any work commences.
No work shall be performed until the successful bidder receives a written “Notice to Proceed”
to begin work from the requesting department.
