SECTION 01_11_00
SUMMARY OF WORK
PART 1 GENERAL
1.01 SUMMARY
A. The Work is generally separated into 3 parts and is located as follows:
1. Chemical Building, pressure reducing sleeve valve and flow meter (Segment A
PRV and meter), and West Gravel Lakes (WGL) Pump Station chemical feed
improvements:
a. The Work for this portion of the project is located south of the intersection
of 88th Avenue and Colorado Blvd near the City of Thornton's Wes Brown
Water Treatment Plant (WBWTP) and the South Platte River, in the City
of Thornton.
2. Lower Clear Creek Canal pressure reducing sleeve valve (LCC PRV) and
vault improvements:
a. The Work for this portion of the project is located west of the intersection
of East 100th Avenue and McKay Road, in the City of Thornton.
3. Signal Hill pressure instrument improvements:
a. The Work for this portion of the project is located west of Quebec Street,
north of the intersection of East 136th Avenue and Quebec Street, in the
City of Thornton.
1.02 DOCUMENT APPLICABILITY
A. Requirements stated in the following documents apply to the Technical Sections
except as amended in a Technical Section:
1. Project Manual including City of Thornton General and Special Conditions.
1.03 CONTRACT DOCUMENTS
A. The following documents represent the Contract Documents in order of precedent:
1. Project Manual for Construction.
2. Volume 1: Drawings.
3. Volume 2: Technical Specifications Divisions 1 through 46.
4. Volume 3: Geotechnical Investigation Report (GIR):
a. The GIR presents a summary of project field investigations, laboratory
testing, and design recommendations for the LCC PRV Vault facility.
5. Volume 4: Geotechnical Design Memorandum (GDM):
a. The GDM presents a summary of project field investigations, laboratory
testing, and design recommendations for the Chemical Building.
b. Includes an April 20, 2026, addendum for generator foundation
recommendations at the Chemical Building.
6. Volume 5: Geotechnical Data Report (GDR):
a. The GDR presents a summary of project field investigations and
laboratory testing. The GDR is a non-interpretive document intended to
support design and is not considered part of the Contract Documents.

1.04 OWNER AND ASSIGNED SUBCONTRACTORS
A. Owner: The City of Thornton, 9500 Civil Center Drive, Thornton, CO 80229.
B. The City of Thornton has retained the following Subcontractors under separate
agreements to support design and construction:
1. Engineer: Carollo Engineers, Inc., has been retained for preparation of
Contract Documents. 390 Interlocken Crescent, Suite 800, Broomfield,
CO 80021.
2. Owners Advisor: Jacobs Engineering has been retained to serve as the
Owners Advisor and to assist in administering agreements between the City of
Thornton, Construction Manager, and Contractor.
3. Environmental Consultant: ERO Resources has been retained to perform
cultural resources survey, habitat and environmental surveys, and migratory
bird and raptor surveys and to provide environmental considerations and work
restrictions in the Contract Documents.
4. Construction Manager: Construction Manager to support the City of Thornton
during construction and to assist in administering agreements between the
City of Thornton and Contractor. The words Construction Manager in technical
specification sections also means Engineer when requiring technical input on
the project.
5. Owners Programmer: Programmer and SCADA integrator retained by the
Owner to provide programming and SCADA integration for the facilities under
this contract.
1.05 THE WORK
A. The Work consists of construction, permitting, testing, coordination, quality control,
and all items required to provide an operating system of:
1. Chemical Building, Segment A PRV and meter, and WGL Pump Station
Chemical Feed improvements:
a. These improvements consist of construction of a new chemical feed
building with an electrical and control room and a chemical room, a sleeve
valve and meter inside an existing vault, a new electrical feed, a new
standby generator. The Work also includes, but is not limited to, chemical
feed and sample pumps, piping, and valves, chemical storage tanks,
sump pumps and discharge piping, sample panels, instrumentation and
control equipment, fiber optic networking and cellular communications
equipment, HVAC equipment, and utilities.
2. LCC PRV and vault improvements:
a. These improvements consist of construction of a new concrete vault, steel
piping, pressure reducing sleeve valve, gate valve, fiber optic conduits,
electrical conduits, connections and modifications to existing electrical and
control panels, instrumentation, fiber optic networking and cellular
communications equipment, site road, electrical power feed, electrical
improvements, instrumentation improvements, and other miscellaneous
items.

3. Signal Hill pressure instrument improvements:
a. These improvements consist of construction of pressure instruments,
connection of pressure instruments to existing piping within an existing
vault, electrical power feed, electrical and control cabinets, fencing, gates,
instrumentation, electrical improvements, fiber optic networking and
cellular communications equipment, and other miscellaneous items.
4. Configuration, programming, and SCADA integration of the process control
system and the fiber optic network equipment will be provided by the Owners
Programmer.
5. Configuration of the cellular communications equipment will be provided by the
Contractor.
1.06 COORDINATION WITH OTHER ENTITIES
A. Activities by others which may affect performance of work:
1. ERO Resources has performed the following services in support of the project:
a. Migratory bird and raptor surveys.
2. City of Thornton will procure and furnish up to 4 project signs for installation by
the Contractor. Project signs to be installed by Contractor at locations selected
by City of Thornton representatives.
3. Contractor will be required to work with and support the Owners Programmer,
who will be providing programming and SCADA integration of the process
controls for the facilities.
4. Contractor will be responsible for cellular communication service and cost of
the Owner's selected cellular service during start-up and commissioning
activities through initial acceptance.
B. Contractor's use of premises:
1. Contractor shall limit all work to the Limits of Construction shown on the
drawings, and dedicated right-of-way and City of Thornton permanent
easements and property.
2. Storage of equipment and materials in roadway right-of-way shall be limited to
construction activities and shall be removed immediately upon completion of
work associated with roadway crossing.
3. Contractor staging and laydown areas that have been approved by the City of
Thornton are indicated on the Drawings. City of Thornton has made no
provisions for additional Contractor staging and laydown areas. Contractor
may make separate arrangements with adjacent or nearby property owners for
acquisition of separate temporary easement for Contractors use at no
additional cost to the City of Thornton. Provide written agreements to the
Construction Manager for review and approval.
4. Contractor shall maintain access to all roadways, trails, sidewalks, and all
private residences for the duration of construction.
C. Landowner's use of premises:
1. Operating facilities, private landowners, utility owners, and ditch companies
shall have access to properties and facilities the duration of construction.
Contractor shall coordinate and cooperate with landowners to minimize
construction impacts to existing operations to the extent possible.
