III. NOTICE
REQUEST FOR PROPOSALS
The City of Thornton, CO (“Thornton”) respectfully requests separate sealed Proposals for
Professional Consulting Services for Thornton North Metro Training Center Feasibility
Study, Project No. 26-761 (hereinafter referred to as “Project”). Proposals will be received
until 4:00 P.M. local time, June 17, 2026, in the Contract Administration Office, 9500 Civic
Center Drive, 2nd Floor City Hall, Thornton, CO 80229-4326.
Approved Methods for Submission of Proposals:
• Electronic proposals shall be submitted/ uploaded to BidnetDirect.com website in
response to this solicitation;
• Physical proposals may be submitted by mail or courier service; and
• Physical Proposals will be received in the Contract Administration Office, 9500 Civic
Center Drive, 2nd Floor City Hall, Thornton, CO 80229-4326.
Late Proposals will not be accepted under any circumstances.
Project Description Thornton Fire Department (TFD) and North Metro Fire Rescue District
(NMFR) are exploring opportunities for long-term collaboration regarding training facility
operations. This Project includes a comprehensive feasibility study examining the viability,
structure, and strategic implications of a joint training facility partnership. Consultant shall
assess operational, financial, governance, and facility planning considerations to provide
both agencies with data-driven recommendations for establishing a sustainable, mutually
beneficial training partnership.
The Agreement shall terminate after the Scope of Services is completed, unless sooner
terminated by Thornton’s issuance of a Termination Notice. Upon request, rates and
charges may be adjusted annually for subsequent one (1) year terms on the anniversary
date of the Agreement provided; however, that increases in rates and charges may not
exceed the inflation rate defined by the current Denver-Aurora-Lakewood CPI as published
by the Bureau of Labor Statistics.
A. To be minimally qualified for consideration for award, proposing firms must have
successfully completed three (3) projects that have a similar degree of complexity
and cost within the past three (3) years. Proposing firms should demonstrate the
following qualifications:
•
Experience conducting feasibility studies for fire service agencies or other
public safety organizations.
•
Expertise in public sector financial modeling, cost-sharing agreements, and
capital project analysis.
•
Knowledge of fire service training standards, facility requirements, and
industry best practices.
•
Proven ability to facilitate stakeholder engagement and build consensus
among multiple agencies.
