This requirement is for the relocation, reinstallation, and validation of proprietary QuidelOrtho VITROS XT3400 and XT7600 chemistry analyzers at the Hopi Health Care Center (HHCC), Polacca, Arizona.

INTENT TO SOLE SOURCE

The Indian Health Service (IHS), Phoenix Area Office, intends to award a sole source contract under the authority of FAR 6.302‑1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by HHSAR 306.302‑1 and consistent with IHM acquisition policies. This action is further supported by FAR 6.302‑2, Unusual and Compelling Urgency, due to imminent CLIA certification renewal requirements in November 2025.

This requirement is for the relocation, reinstallation, and validation of proprietary QuidelOrtho VITROS XT3400 and XT7600 chemistry analyzers at the Hopi Health Care Center (HHCC), Polacca, Arizona. The analyzers must be relocated from the current laboratory to a modular laboratory during facility renovations and subsequently returned to the permanent laboratory space once construction is complete.

Only the Original Equipment Manufacturer (OEM), QuidelOrtho Sales Company, LLC, and its authorized service representatives are qualified to perform this work. The systems and reagents are FDA‑approved to operate as an integrated platform, and CLIA/CAP accreditation requires OEM validation after relocation. Per QuidelOrtho’s Federal Supply Schedule Contract V797D‑60637, relocation services are explicitly excluded from covered obligations, requiring separate procurement directly from the OEM. Relocation performed by any other source would void warranties, risk analyzer operability, and jeopardize HHCC’s CLIA certification renewal.

Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government.
