Article I. Executive Summary and Exhibits
1.1 Executive Summary
The City of Hutto, TX is seeking qualified firms to provide comprehensive third-party
construction inspection services for public infrastructure; capital improvement projects;
street and transportation projects, water and wastewater projects (including
wastewater treatment plant projects), within the City of Hutto. These services are
required to ensure that all construction activities are performed in accordance with
approved plans, project specifications, applicable codes, and the adopted standards of
the City of Hutto. The selected firm will act as an extension of the City staff, providing
independent and objective oversight throughout the construction process from pre-
construction through project closeout.
The City of Hutto, TX anticipates a range of projects that may include roadway
improvements, drainage and stormwater infrastructure, water and wastewater system
improvements, utility relocations, site development, and other municipal capital
improvement projects. The scope of services described herein is intended to cover the
full spectrum of inspection and quality assurance activities required to protect the public
interest and verify compliance with all applicable requirements.
The City of Hutto will consider qualifications from business entities that demonstrate
the ability to complete the Project within the guidelines of this solicitation, following all
applicable federal, state, and local rules, laws, and regulations and the terms and
conditions contained in Exhibit B. Respondent must execute Exhibit A and complete
other items listed on the Submission Checklist to be considered for award.

The City of Hutto reserves the right to modify these dates before the deadline for

2.2.1 Important Notes & Contact

Any questions, clarifications, concerns or requests for general information
should be submitted in writing via Bonfire.
Solicitation documents may be examined or obtained electronically at the City's
Bid postings website and its Vendor Connection website, Bonfire. All addenda
will be posted on the City's Bid postings website and its Vendor Connection
website. It is the sole responsibility of the Respondent to check for Addenda.

Respondents are expected to examine all documents that make up this
solicitation. Respondents shall promptly notify the City of any omission,
ambiguity, inconsistency, or error they may discover upon reviewing the
solicitation. The City assumes no responsibility for errors or misrepresentation
that result from the use of incomplete submissions.
READ THIS SOLICITATION FULLY AND CAREFULLY. RESPONSES MUST BE
COMPLETE UPON SUBMISSION, INCLUDING ALL FORMS AND
ATTACHMENTS REQUIRED HEREIN. FAILURE TO STRICTLY COMPY WITH
THESE STATED TERMS OF SUBMISSION MAY RESULT IN REJECTION OF
THE SUBMISSION.
2.2.2 Prohibited Communications
Upon issuing this solicitation, except for written inquiries as outlined above, the
City of Hutto, its representatives, or partners will not answer questions or
otherwise discuss the content of this solicitation with any potential Respondent
or their representative(s). Respondent agrees to rely solely on the written
process outlined herein. Respondents who do not comply with the terms
outlined in this section may be disqualified from this solicitation.
2.3 General Requirements for Solicitation Response
2.3.1 Solicitation Response Format and Deadlines
Respondents will need to create an account on Bonfire in order to be able to view
and submit an electronic Packet. All submissions must be completed before the
provided "Submission opening" date and time. Once the date and time has
passed, the option to submit qualifications will no longer be available.
HARD COPY, FAXED, OR E-MAILED QUALIFICATIONS AND/OR LATE
SUBMISSIONS WILL NOT BE ACCEPTED.
2.3.3 Alterations, Modifications, Withdrawals
Submissions may be modified, altered, or withdrawn from consideration by
notifying the point of contact listed herein, provided such notice is received
before the deadline. No submission may be withdrawn after the date and time
of opening without approval of the Purchasing Officer.
Article III: Detail and Scope of Work
3.1 Project Types & Applicable infrastructure
The City anticipates requiring third-party construction inspection services across
various infrastructure and development project categories. The scope of work may
include, but is not limited to, the following project types:

- Public roadway construction and reconstruction, including new street development,
road widening, pavement rehabilitation, and intersection improvements
- Water distribution system installation and improvements, including water mains,
service lines, valves, fire hydrants, and metering infrastructure
- Wastewater collection system construction, including gravity sewer mains, manholes,
lift stations, and force mains
- Storm drainage infrastructure, including storm sewer mains, inlets, culverts, detention
and retention facilities, and drainage channels
- Erosion control and stormwater management facilities
- Concrete flatwork, curb and gutter, sidewalks, ramps, and shared-use paths
- Traffic control devices, signage, and pavement markings
- Street lighting and electrical infrastructure associated with public improvements
- Parks and recreation infrastructure, including site grading, utilities, and amenity
installations
- Municipal facility construction and renovation projects
- Subdivision and commercial development infrastructure constructed for future
dedication to the City
- Coordination and inspection related to franchise and dry utilities installed within public
right-of-way, including but not limited to trenching, backfill, surface restoration, and
compliance with City standards and approved construction plans
3.2 Scope of Inspection Services
The selected firm shall provide qualified inspectors capable of observing, documenting,
and reporting on all phases of construction for assigned projects. Inspection services
shall encompass the following activities:
3.2.1 On-Call / As-Needed Inspection Services (As applicable)
The selected firm(s) shall provide construction inspection services on an on-call,
as-needed basis at the direction of the City. Inspection assignments may vary in
size, duration, and complexity, ranging from single-site visits to full-time,
continuous project oversight.
The City reserves the right to request inspection services with a minimum of
forty-eight (48) hours' notice. The selected firm(s) shall make reasonable
efforts to accommodate requests with shorter notice when practicable.

The selected firm(s) shall maintain sufficient qualified staff and resources to
respond to multiple concurrent assignments and changing project demands.
Inspectors shall be assigned based on project type, required certifications, and
experience level as determined by the City.
3.2.2 Pre-Construction Activities (As applicable)
Prior to the commencement of field work on any assigned project, the inspector
or inspection team shall perform the following:
- Review and become thoroughly familiar with approved construction plans,
specifications, geotechnical reports, permits, and all applicable The City
standards and requirements
- Attend pre-construction meetings with The City project managers, contractors,
developers, engineers of record, and other stakeholders as directed
- Confirm that all required permits have been obtained and that bonding,
insurance, and other prerequisites are in place prior to the start of construction
- Verify that the contractor has submitted and received approval of all required
submittals, shop drawings, material certifications, and schedules
3.2.3 Construction Phase Inspection (As applicable)
During the active construction phase, inspectors shall perform continuous or
periodic on-site observation, as directed by the City, and shall be responsible for
the following:
- Observing construction activities in progress to verify conformance with
approved plans, specifications, and The City standards
- Verifying materials are delivered to and incorporated into the project meet
specified requirements, including review of material certifications, delivery
tickets, and physical verification of materials
- Monitoring erosion control and stormwater pollution prevention measures for
proper installation, maintenance, and effectiveness throughout the duration of
the project
- Witnessing and documenting required field tests and ensuring that testing
frequencies meet applicable requirements, including but not limited to soil
compaction testing, concrete cylinder sampling and testing, pipe pressure
testing, and deflection testing
- Coordinating with and providing direction to independent material testing
laboratories as needed

- Monitoring traffic control measures to verify compliance with approved traffic
control plans and applicable standards
- Documenting construction activities, progress, and conditions through
detailed daily inspection reports, field notes, and photographic documentation
- Identifying and promptly reporting to the City any deviations from approved
plans, defective materials, unacceptable work, or safety concerns
- Maintaining a log of all contractor requests for information, change order
requests, and field directives
- Tracking quantities of materials and work installed for the purpose of
supporting progress payment review
3.2.4 Material Testing Coordination (As applicable)
The selected firm shall be responsible for coordinating all required material
testing in support of construction inspection activities. Specific responsibilities
include:
- Coordinating the scheduling of independent material testing in accordance
with project specifications and applicable standards
- Reviewing and interpreting laboratory and field test results and reporting non-
conforming results to the City promptly
- Maintaining a complete and organized record of all testing results for the
duration of the project
- Ensuring that re-testing is conducted following remediation of non-
conforming materials or work. All failed testing is tracked by inspector for
purpose of reimbursement to the city
3.2.5 Documentation and Reporting (As applicable)
Thorough and accurate documentation is essential to the services provided by
the selected firm. The following documentation requirements shall apply to all
projects:
- Daily inspection reports shall be completed for each day that construction
activities are observed, summarizing work performed, personnel and
equipment on-site, weather conditions, materials received, tests conducted,
and any significant events or issues encountered
- Photographic documentation shall be maintained systematically, with images
clearly labeled and linked to project location, date, and description of the

depicted condition or activity. This shall be done in the City of Hutto's preferred
software or through a resource of the external inspector
- All non-conformance observations shall be formally documented in written
non-conformance notices issued to the contractor, with copies provided to the
City
- Weekly summary reports shall be prepared and submitted to the designated
The City project manager, providing an overview of progress, outstanding
issues, upcoming work, and status of non-conformances
- The selected firm shall supplement the City of Hutto's organized project file for
each assignment, including copies of approved plans, specifications, submittals,
test reports, daily reports, photographs, correspondence, and all other project-
related documentation
- Upon project completion, the selected firm shall prepare and submit a final
inspection report summarizing the project, inspection activities performed,
materials incorporated, test results, and resolution of any non-conformances
3.2.6 Infrastructure Acceptance Inspections (As applicable)
The City may direct the selected firm to perform formal acceptance inspections
of public infrastructure constructed as part of private development projects.
Services in this category shall include:
- Conducting final inspections of completed infrastructure improvements
proposed for dedication to the City
- Verifying that all improvements are constructed in accordance with approved
plans, The City standards, and applicable specifications
- Preparing written inspection reports identifying any deficiencies requiring
correction prior to acceptance
- Conducting follow-up inspections to verify that identified deficiencies have
been satisfactorily corrected
** Contractor must provide written recommendation to the City regarding the
acceptability of the improvements for public dedication.
3.3 Inspector Qualification
All personnel assigned to perform inspection services under the resulting contract shall
possess qualifications appropriate to the nature of the work being inspected. The
