Thermoplastic Legend Installation
Statement of Work
Statement of Work: PennDOT Allegheny County is seeking to establish an agreement which
includes all materials, equipment, and operators necessary for thermoplastic legend placement
services.
The services to be supplied under this agreement must maintain the following
minimum specifications:
• Vendor is being contracted to operate within confines of Allegheny County.
• Vendor will be expected to provide all appropriate equipment and tools for applying
thermoplastic legends and glass beads to roadways.
• Vendor is responsible for fuel, water, lubricants, all repairs, maintenance, operator(s), and
all related safety and operational equipment. The vendor will be held responsible for all
maintenance and on-site repairs of equipment
• Vendor will be responsible for supplying all paint, plastic, glass beads, adhesives, solvents,
legends, patterns, and all other materials, tools, and equipment required to complete the
marking operation.
• All materials must be Bulletin 15 approved.
• Vendor will be expected to comply with pavement marking standards set forth in
Publication 111.
• Vendor must perform all work in accordance with Publication 408 (Version 2026/Initial
Edition).
• Vendor will be responsible for supplying traffic control and safety systems in accordance
with Publication 213. This should include, but is not limited to safety cones, signs, flaggers
(if necessary), flagging equipment, and a shadow vehicle for the marking operation.
Vendor will be responsible for the setup and tear down of these safety devices and
equipment, as well as the operators involved in the operation.
• Vendor must notify the Traffic Management Center (412-429-6030) prior to work
beginning on each State Route and must notify the Traffic Management Center when work
concludes on each State Route.
• Equipment and operators associated with this agreement will be required to report directly
to the job site. Daily operations may require multiple job site locations.
• Vendor will be responsible for maintaining valid insurance, indemnification, and certificates
of insurance.
• This agreement includes up to 42 mobilizations for thermoplastic legend placement
services. One mobilization fee covers the transportation of all materials, equipment, tools,
traffic control devices, and operators to and from the State Route where work is being
conducted. Vendor may invoice for one (1) mobilization per State Route. Multiple
visits to the same State Route shall not entitle the Vendor to invoice for more than one
mobilization per State Route.
• The quantities shown are strictly an estimate and this estimate is for internal Department
use only. There is no assurance that the usage of the equipment or mobilizations will be
requested by the Department, nor assurance that the Department’s actual usage will
approximate this estimate.
• Vendor is expected to respond upon 48-hour notice, or in agreement with Department
scheduling.
• Scheduled work hours: work is to be performed Monday-Friday at the vendor’s discretion.
Work may not be performed on Saturday, Sunday, or on holidays, unless the vendor
makes prior arrangements with the Department.
• A call-out period is the period when the Vendor must be available to provide services. The
contract period is the entire term of the Purchase Order (PO). If a Vendor is called to
provide services outside of the call-out period, but during the contract period, the Vendor
may choose to not perform services at that time and the Vendor will not be considered in
default. If a Vendor fails to provide services during the call-out period, for any reason,
the Vendor will be in default and this agreement will be subject to termination.
• After award of the purchase order, but before the callout period, a one-time field
inspection of the contractor’s equipment, as specified in its quote, will be conducted to
determine whether the equipment meets the RFQ’s specifications. Upon inspection, the
contractor will be required to provide a certificate of insurance showing liability and
property damage coverage.
• SR 9999 is for additional markings with specific locations to be determined at a later date.
• There shall be no pre-bid conference.
• All certifications, tickets, invoices, and/or any other necessary documentation must be

Bids will be publicly opened and read virtually via Microsoft Teams on June 23, 2026, at 11:01

Solicitation Details:
This bid solicitation has been reserved for Small Business Contracting. Only those
Bidders certified as DGS Small Businesses through the Small Business Contracting
Program may submit a bid for these services.
All bidders must submit their bids electronically through the Commonwealth’s
electronic system (SRM) via the PA Supplier Portal:

No mailed bids will be accepted.
All line items must be bid, or your bid will be considered void.

No work shall be scheduled to occur on the following holidays unless written
permission to do so is provided by PennDOT:

For all holidays occurring on a Sunday, the following Monday will be recognized as
the day when no work is to be scheduled. For all holidays occurring on a Saturday,
the Friday before will be recognized as the day when no work is to be scheduled.
Worker Protection and Investment
Pursuant to Executive Order 2021-06, Worker Protection and Investment (October 21, 2021),
the Commonwealth is responsible for ensuring that every Pennsylvania worker has a safe and
healthy work environment, and the protections afforded them through labor laws. To that end,
contractors and grantees of the Commonwealth must certify that they are in compliance with
all applicable Pennsylvania state labor and workforce safety laws. Such certification shall be
made through the Worker Protection and Investment Certification Form (BOP-2201) and
submitted with the bid, proposal or quote.
