THERMO IRMS MAINTENANCE SERVICE CONTRACT

Subject to final approval, Fiscal Service Procurement, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to make award in accordance with FAR 6.302-1, to Thermo Electron North America, LLC, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL, on a sole source basis, for an Instrumentation and Service plan for Thermo Electron IRMS equipment installed at 6000 Amendale Road, Beltsville, MD 20705. Thermo Fisher Scientific companies are the sole source instrument manufacturer and service provider for Thermo Scientific IRMS system proprietary parts, training, technical support, field service support, and software. Thermo Electron North America, LLC is the legal entity distributing the Thermo Scientific GCMS instrument(s) and is part of Thermo Fisher Scientific.

TTB will consider written responses received no later than 1:00 pm ET on Monday December 23, 2024. Responses must include sufficient evidence that clearly shows the vendor can provide the Support and Maintenance for Thermo Fisher Scientific IRMS. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, and is received by the deadline, TTB, shall make award on a sole source basis to Thermo Electron North America, LLC.

The period of performance for the purchase order/contract is anticipated to be one 12-month base period with two 12-month options.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Fiscal Service will consider responses received no later than 1:00 pm ET on Monday December 23, 2024. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-TTB- 25-024/Attn: JRS – MH. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to Thermo Electron North America, LLC.

Qualified contractors must provide the following:
