Thermo 43IQ SO2 Analyzer

Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Thermo Environmental Instruments LLC (Thermo) for the one-time purchase of a 43IQ Sulfer Dioxide Monitor at a total cost of $19,370.00, plus the cost of freight to be determined at the time the order is placed. This monitor provides continuous data for regulatory purposes to determine attainment status with the National Ambient Air Quality Standards and will ensure consistency within the State of Florida Primary Quality Assurance Organization. This procurement is being made in accordance with Section 3-208(1) and 3-208(2) of the County’s Procurement Policy as Thermo is the only manufacturer that makes the item meeting the Agency’s salient specifications, and this particular item is required to maintain interchangeability or compatibility as a part of an existing integrated system, and Thermo only sells this product direct. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submit” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
