Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Thermo Electron North America LLC for a one (1) year service contract for the maintenance and repair of Thermo Fisher Scientific instruments for the Medical Examiner Department, in the amount of $71,886.00. Thermo Fisher Scientific, a subsidiary of Thermo Electron North America LLC, is the original equipment manufacturer and service provider, and is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades, and engineering resources to maintain the original operating specifications of their instruments. Additionally, Thermo Fisher Scientific has proprietary rights to the design and software utilized in the instruments. Thermo Fisher Scientific’s certified, and factory trained engineers can maintain and service these instruments and provide corrective maintenance visits. This service contract will allow the Medical Examiner Department’s equipment to remain operational and in proper working order to complete toxicology analyses in a timely manner. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as maintenance and repair servicing for Thermo Fisher Scientific instruments are being provided by the Original Equipment Manufacturer (OEM). The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
