Subject: Thermal Energy Network Feasibility Study

The Town of Breckenridge (TOB) is seeking quotes to study and investigate the feasibility of Thermal Energy Network adoption. The Phase 1 (Feasibility) study contemplates the ideal location to install a geothermal ambient temperature loop system that allows for the transition of public buildings away from natural gas, lowering greenhouse gas (GHG) emissions and demand on the natural gas pipeline. TOB seeks to evaluate heating and cooling capacity, hydrogeological resources, and asset identification. If a successful outcome is achieved with the Phase 1 study, TOB may offer to the selected firm the opportunity of a Phase 2 study encompassing more detailed investigation.

Project Requirements:

Feasibility Study

1. Site conditions overview:
   1. Assessment of geological area
   2. An extended hydrogeological review of well water and other drilling operations near each site
   3. Review of available seismic data that evaluates subsurface geology
   4. Evaluate other relevant site conditions
2. Onsite review with TOB and other involved parties
3. Analysis of buildings, connections, and thermal system characteristics:
   1. High level review of potential thermal management device opportunities including groundwater, wastewater, and solar thermal
   2. Assess potential diversity of connected buildings per site
   3. Evaluate potential connection corridors, also considering future expansion
   4. Estimate the magnitude of the connected system load for a project baseline
   5. Assess other relevant buildings and thermal system characteristics as well as potential feasibility of snowmelt system integration
4. Assess possible drill sites:
   1. Evaluate the vertical and horizontal suitability for each site
5. Environmental impact analysis and quantify potential energy and GHG savings potential
6. Report:
   1. List of potential drill sites in priority and rank order
   2. Initial project cost estimates
   3. Report summarizing findings and recommendations

Timeline

Phase 1 project completion is expected by May 2 ^nd , 2025. If a favorable outcome is found, a Phase 2 project timeline may be considered with the selected Phase 1 contractor.

Budget

Phase 1 project budget is $45,000.

Cost Proposal

Vendors should submit a cost included in their proposal. Proposal should include, in detail, what is provided in the Phase 1 study.

Technical Evaluation Criteria

Proposals will be evaluated based on the requirements set forth in the RFP. Qualifications and experience will be considered in addition to pricing in the evaluation process.

Project proposals are due on February 28 ^th , 2025 at 5pm Mountain Time to sustainablebreck@townofbreckenridge.com . Late submissions will not be considered. If you are selected for an interview, they will be held the following week (February 24 ^th through 28 ^th ) to allow for the selected vendor to complete the project within the expected timeline.

Bidders are advised that the bids are subject to public disclosure under Colorado Law and will not be treated as confidential. All materials submitted become the property of the Town and may be made public in whole or in part at the discretion of the Town with two notable exceptions. Information marked confidential such as trade secrets and references shall be treated as privileged information and confidential commercial information under the Colorado Open Records Law.
