Sealed bids will be received by the City of Torrington, at the office of the City Purchasing Agent, City Hall, Room 206, 140 Main Street, Torrington, Connecticut until November 7, 2024 at 11:00 A.M., at which time and place they will be opened and reviewed. In the event of the closure of City Hall, the bid will be opened on the following business day at 11:00 AM that City Hall is open. No fax or e-mail Bids will be accepted.
The project work is comprised of furnishing all equipment, tools, labor, and materials necessary for the rehabilitation of Church Street Bridge which includes the restoration of the existing concrete bridge deck and sidewalks, modifications to the existing bridge parapet, deck joint replacements, waterproofing membrane and repaving, girder and end diaphragm repairs, bearing restoration, concrete end block, installation of approach metal beam rails, and repairs to the approach sidewalks and chain link fencing, including repaving Church Street from High Street to Water Street and is designated “THE REHABILITATION OF CHURCH STREET OVER THE WEST BRANCH OF THE NAUGATUCK RIVER CTDOT BRIDGE NO. 03976” for the City of Torrington.

to download the bid documents under “BIDS & RFPS”. Those without internet access may call (860) 489-2225 to request the bid documents.
A bid bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractor and any addendum acknowledgement must also be submitted at the time of the bid.
The successful bidder will be required to provide a performance, labor, and materials bond in an amount equal to one hundred percent (100%) of the accepted bid.
The City of Torrington reserves the right to accept or reject any or all bids, to waive technicalities, or to award the contract to a bidder other than the lowest bid, and to award the contract as it feels will best serve the public interest.
There will be an optional pre-bid conference on the site at 10:00 a.m. on October 22, 2024, at 281 Church Street, Torrington, CT
All bids will be considered valid for a period of sixty (60) days.
State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN STAT. §§ 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
