Noll Road – North Segment

The City is currently soliciting bids for the Noll Road Improvements project – North Segment and Middle Safe Routes to School.

Sealed Bids will be received by the City of Poulsbo at City Hall, 200 NE  Moe  Street, Poulsbo, Washington 98370-7347, until 11:00 a.m., Monday, February 3, 2025, as stamped by the official bid clock located on the Engineering Department counter. Bids will therefore be opened and publicly read aloud. Bids received after the time fixed for Bid Opening will not be considered. Contract shall be awarded on or after February 3, 2025. Bidders shall familiarize themselves with RCW 39.04.350, effective February 3, 2025.

This project will provide roadway, illumination, sidewalk, and shared-use path improvements between Noll Road NE and NE Bjorn Street, sidewalk improvements at Poulsbo Elementary School, a roundabout at the intersection of NE Mesford Road and Noll Road NE, and roadway, sidewalk, and shared-use path improvements between NE Mesford Road and NE Lincoln Road. Stormwater conveyance improvements will be included. Utility relocation will occur as needed. New water and sewer mains will be installed in the vicinity of NE Lincoln Road.

West Poulsbo Stormwater Retrofit

The City is currently soliciting bids for the West Poulsbo Stormwater Retrofit project.

Notice is hereby given that sealed bids will be received at the office of the Public Works Engineering Division for the City of Poulsbo, 200 NE Moe Street, WA 98370, until 2:00 PM on Friday January 31, 2025 for the West Poulsbo Stormwater Retrofit Project, Contract No. CN2024-06 as stamped by the official bid clock that will be located at the 2nd floor street entrance along the 3rd Avenue side of the building. Bids received after the time fixed for Bid Opening will not be considered.

The project consists of work to be performed within 60 working days from Notice to Proceed and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:

Construction of the West Poulsbo Stormwater Retrofit which shall consist of, but not be limited to:

  1. Mobilization and cleanup at separate locations shown on plans.
  2. Clearing and grubbing.
  3. Temporary traffic control at locations shown on plans.
  4. Removal of structures and obstructions.
  5. Installation of 1 CDS Pretreatment Unit
  6. Installation of 2 bioretention cells.
  7. Installation of 1 Filterra Bioscape
  8. Installation of catch basins.
  9. Installation of conveyance storm piping.
  10. Installation of perforated underdrain pipes.
  11. Installation of minor curb, gutter, and stormwater system modifications.
  12. Surface restoration including both pavement, trail, and landscape areas.
  13. Bioretention and other plantings.
  14. Other miscellaneous work as shown on the plans to complete the project.

All work will be located within the City right-of-way or on City property. The project consists of water quality installations in the West Poulsbo basin.

All bid proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or
approved bond) payable to the City of Poulsbo in an amount not less than five percent (5%) of
the amount of the proposal price. Should the successful bidder fail to enter into such contract and
furnish satisfactory performance bond within the time stated in the specifications, the bid proposal
deposit shall be forfeited to the City of Poulsbo.
The City of Poulsbo reserves the right to waive informalities in the bidding, accept a Proposal of
the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel
the work, or require the work to be done in another way if the best interest of the City is served.
The City of Poulsbo in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252,
42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will
affirmatively ensure that any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race,
color, or national origin in consideration for an award.

The improvements for which bids will be received are described as follows:

The Engineer’s estimated range for this project is between $10.0 Million and $12.0 Million. For
