SECTION 1: INTRODUCTION
The Mecosta-Osceola Intermediate School District (MOISD) is requesting proposals from qualified
contractors for the completed installation for roofing material and insulation at the MOISD Campus
Career Center building. The bidding for the roofing project will be in two parts. Part One is the roofing of
the main Career Center building over an existing metal roof, and Part Two is a bid ADD alternate for
roofing over the Miller Wing on the North end of the Career Center.
SECTION 2: PROJECT OVERVIEW
The project scope includes, but is not limited to, the purchase and preparation of the site, installation of
the required products, daily disposal and clean-up of the roof and surrounding areas affected, and
maintenance of a safe working area meeting the MIOSHA requirements.
SECTION 3: GENERAL INFORMATION

* Proposal Submission Deadline: July 2, 2026, at 2 p.m.
* Bid Opening Date: July 2, 2026, at 2 p.m. at the MOISD Board of Education Office,

* Project Completion Deadline: August 15, 2026. If a bidder cannot meet the project timeline,
the proposal must include the reason and a proposed revised timeline. The District reserves the
right to consider proposed timeline modifications in its evaluation of bids.
* Not a PREVAILING WAGE project
*Late submissions will not be considered. If bidders have concerns regarding the project timeline,
they may submit a statement of concern as an appendix to their proposal.
SECTION 4: SCOPE OF WORK
PART ONE Career Center Metal Roof:
-Include City of Big Rapids building permit.
-Install 3" flute fill Expanded Polystyrene insulation.
-Install a 1.5" PolyISO coverboard over the top of the ribs for a proper substrate
-Include inward tapered insulation across SE edge of the lower section

-Adhere 60-mil gray TPO to the PolyISO.
-Wrap the membrane up the blue siding wall between the upper and lower roofs, and remove the center
gutter
-Eliminate all unused penetrations
-Support ALL gas lines to the rooftop equipment
-Install walk pads at the roof access points.
-Install new 24-gauge edge trim.
-Re-use the gutters on the East and West sides of the building and eliminate the center gutter system
-Install snow guards along the eave edge.
-Furnish a manufacturer's warranty of 20-years or more. Material and labor included
PART TWO Miller Wing North:
-Include City of Big Rapids building permit.
-Disable existing EPDM. Verify any damages or wet insulation
-Mechanically attach 12" HD ISO Hard Board over top of the EPDM
-Adhere 60-mil TPO to the new HD Board
-Install walk pads at the roof access points
-Install new 24-gauge edge trim.
-Install new drain inserts at all of the drains.
-Eliminate all unused penetrations
-Support ALL gas lines to the rooftop equipment
-Furnish a manufacturer's warranty of 20-years or more. Material and labor included.
SECTION 5: BIDDER QUALIFICATIONS
Interested bidders must demonstrate the following:
* Minimum of five (5) years of experience in pavement installation for roofing systems
* Compliance with all applicable federal, state, and local laws,
* Ability to provide a bid bond and performance bond.
* Valid licenses, certifications, and insurance coverage.
SECTION 6: PROPOSAL SUBMISSION REQUIREMENTS
Proposals must include the following information:
1. Company Information: Name, address, contact information, and relevant experience.
2. Project Understanding & Approach: Description of the work plan, including methodology,
timeline, and materials to be used.
3. Cost Proposal: Itemized breakdown of costs for labor, materials, and any additional expenses.
4. References: Three (3) references from similar completed projects.
5. Timeline: Compliance with estimated start and completion dates.
6. Bid Bond: A bid bond in the amount of 10% of the total bid price must be submitted as part of
the proposal.
7. Performance Bond: (100%) of the contract value.

SECTION 7: SELECTION CRITERIA
Proposals will be evaluated based on:
* Compliance with RFP requirements.
* Experience and qualifications.
* Cost competitiveness.
* Proposed timeline and project approach.
* References and past performance.
* Compliance with Legal Requirement.
SECTION 8: LEGAL REQUIREMENTS
All work must comply with applicable local, state, and federal laws, including environmental and safety
regulations. The selected contractor must adhere to all stormwater management requirements as
outlined in the project plans.
SECTION 9: WARRANTY & MAINTENANCE
* The contractor must clearly outline the warranty period and provide detailed warranty guidelines.
* Maintenance obligations must be outlined, including any post-construction inspections required
by MOISD.

Osceola Intermediate School District (the "MOISD"), that any and all persons who will work
directly or indirectly for the Bidder, including, but not limited to, Bidder's employees, agents,
vendors, subcontractors or consultants, and who will work at or on any MOISD property, shall at all
times be in compliance with MCL 380.1230, 380.1230a, 380.1230c, 380.1230d, and 380.1230g
and have not been convicted of any "listed offenses".1 The Bidder further warrants and represents
that all persons who will work directly or indirectly for the Bidder, including, but not limited to,

The undersigned, the owner or authorized officer of (the "Bidder"), certifies to Mecosta- Osceola
Intermediate School District (the "MOISD"), that any and all persons who will work directly or
indirectly for the Bidder, is not an "Iran Linked Business" within the meaning of the Iran Economic
Sanctions Act, Michigan Public Act No. 517 of 2012 (the "Act"), and that in the event Bidder is
awarded a Contract as a result of the aforementioned Request for Proposal, the Bidder will not
become an "Iran Linked Business" at any time during the course of performing under the Contract.

certification is responsible for a civil penalty of not more than $250,000.00 or 2 times the amount
